Getting Started

Iron and Blood is an empire-building slash role-playing game in the Imperium Offtopicum (IOT) tradition. Create and take control of a nation, claim land, build armies, negotiate treaties, and attack each other.

To start, please familiarise yourself with the rules below, then choose one of 100 provinces as your “home province”. Provide a flag and a description of your country and its history. When writing history, anything after 1700 is considered fair game to change from OTL.

Setting

Iron and Blood takes place in the world of the early 19th century. The Industrial Revolution is in full swing. Established wisdoms are being challenged by Enlightenment ideas. Factories and early railroads are appearing.

Your task as leader of your country is to guide it through the tumultuous times ahead. Each turn, you will face one or two multiple-choice events to which you must respond; your choice will affect how your country develops. Some events will be a direct consequence of your previous actions, others will depend on your luck (note: I roll a dice to see whether your country is lucky or unlikely – TK)

It is turn-based. One turn ends and a new turn begin with an update. The game starts in 1831 and each turn will initially represent 4 years in real time (eg the first turn will cover 1831 to the end of 1835). There is usually one week (168 hours) between update and order lock. Send your orders by PM only, with the subject “Iron and Blood Turn X – Country Name”


Income

Income is gained from controlling provinces, each of which has an infrastructure value. Your income is the total of your provinces’ infrastructure values modified by bonuses you get from tech and events. You can pay to increase your provinces’ infrastructure; the actual amount depends on your tech level.

Income is gained at the start of each turn. You can choose to spend it all or save part or all of it for later.


Technology

New technologies are revealed as countries research them. There are two tech categories: military and civilian. The first to unlock a tech level also receives a special one-off bonus. Tech levels set the unit cap (maximum units you can have), resource demand, and cost of infrastructure, units, and espionage missions.


Dissent

Dissent is how dissatisfied your populace is of your government. How a country is affected by dissent depends on your country’s government type and specific circumstances. Dissent of over 25% indicates a significant proportion of your population is unhappy with your policies, and there may be significant unrest if you have colonial provinces or ethnic minorities. Dissent of over 50% indicates a majority of your population is unhappy, which can trigger a change of government. Dissent of over 75% indicates severe dissatisfaction with your government. Violent insurrections, revolutions, or coups are likely.


Diplomacy, Espionage, Expansion, and War

Treaties, trade deals, and loans can be concluded between player countries and between player countries and NPCs. Any in-game consequences need to be specified for them to come into effect.

You can also conduct spy missions against other countries. A list of spy missions will be posted. Success goes to the side that invests the most in espionage (ie pay money to build up your spy network), the detail of which is kept secret.

Any “gray” provinces or those not claimed by any player countries are considered one-province NPCs. These can be annexed or made a protectorate diplomatically, or through espionage. Or you can simply invade them. The stronger an NPC the less likely it is to be swayed by diplomatic arguments/threats.

Each country has a belligerence value of between 0 – 100, indicating how poorly behaved the country is in the international arena. Declaring war (except against gray provinces) without a casus belli (usually gained by event) automatically incurs a belligerence penalty of 50. Any country with a belligerence value higher than 50 immediately gives every other country a casus belli, so be warned (declaring war with a casus belli or joining a war on the side of an ally incurs a much-less penalty of 5).

For gameplay purposes (ie to give defending players a chance to respond to DoWs and prepare defenses) initial DoWs can only be given within the first 48 hours of a turn, and response DoWs (eg declaration by allies) can only be issued up to a further 72 hours.


Units and Combat

Units are in a national pool and can be deployed anywhere that is connected to your capital by land or sea (ie not through blockades or NPC or another country’s territory without a transit agreement) The only exceptions are units previously deployed to a province and then stranded there due to blockades or encirclement.

In combat, players allocate their available units to defending or attacking a province. The two side’s strengths are calculated by multiplying the number of units with quality, and then modified by various bonuses from tech, terrain (25% penalty for fighting in a terrain different from your home province’s), war plans (I give the side with the better plan a small 10% bonus), and luck (ie I roll a dice giving a bonus or penalty up to 25%). The side with the highest strength ends up controlling the province. I use the difference between the strength, modified by luck, modifiers, etc, to calculate casualties. The exception is where an encircled force is defeated, where the casualty is 100% (killed, surrendered, or otherwise).

Land and naval combat work similarly, except in naval combat you also receive a bonus if the sea you are fighting in is close to one of your ports. Amphibious invasion forces receive a small (10%) penalty. I calculate naval battles before land ones, so if you lose a naval battle in the area an amphibious invasion was going to be conducted, the invasion fleet would just turn around and go home.

Naval units can also blockade a province. If a province is cut off from the home province either by blockade or encirclement, any land units deployed there cannot be moved anywhere else, and you stop earning income from that province.


Home Province

Your home province is the core of your country, home of the most loyal citizens. Soldiers fighting to defend a home province receive a 50% combat bonus. Losing a home province brings very serious consequences.

Qing Empire

History same as OTL up until 1794. White Lotus rebellion is more severe, government based in Beijing loses control of vast swathes of territory, but manages to hold onto the capital province (Chihli) and decisively defeat the last major White Lotus rebel leader.

The new imperial government is more militarist than OTL and more conservative, if not reactionary.

Short Name: America, New England, Columbia
Denonym: Yankee, American
Government: Columbia is a federation of states, where all men are deemed equal. Every state is autonomous to an extent, with the federal government ultimately having the power of foreign policy. A Constitution (very similar to OTL USA) clearly defines the boundaries of state and federal jurisdiction.

The legislative power in the country is in the People's Assembly, housed in the capital of Boston. Every state can send 1 representative to the Assembly for every 10,000 eligible voters are within its borders. The People's Assembly fills out, by vote, the positions of government; Secretary of State, Secretary of War, etc. There is no figurehead, as that would be seen as setting one man above the rest, in direct violation of the ideals of "equality for all."

History: When escaping from the British Empire, the nascent United States of America created a Confederation to keep its myriad states together after the war was over. This Confederation, however, was ineffective to the extreme - a crisis involving the lack of ability to raise tariffs to stop a flood of British goods, for example, nearly caused the country's economy to collapse.

A constitutional convention was called for in Philadelphia, attended by some of the countries' greatest minds and revolutionaries from 1776; the plan they created, however, in 1790, was unsatisfactory to many Americans. When the Constitution, which heavily favored merchants, rich planters, and the upper class in general, the American public turned on their forefathers and burnt the District of Columbia to the ground, state legislatures were exiled from office, and a new Constitution was called up, with the aim of decreasing the gap of power between the poor and rich.

History: imperial and merchant ventures did not go well for the would be British Empire in the 18th century. The rebellion in America was joint by the East Indian Company's failings to secure a hold in India, with the claiming of Sri Lanka ending with Port Hadley declaring to be independent from British imperial interests.

When the Portuguese Crown levied an additional tax on gold after the production of the Minas Gerias mines slowed down, the intellectual elite of colonial Brazil began planning a rebellion; the Inconfidência Mineira, as the rebellion came to be known, was a complete success, and by 1795 the Portuguese had been driven from the Brazil; the conspirators, however had too many internal differences; some favored the creation of a new monarchy, some wanted a republic; some desired abolition & equal rights, while others wanted to preserve the status quo. It took less than a year for the young nation of Brazil to erupt into civil war.

And so it was that the tribes of displaced natives & communities of escaped slaves saw their chance; for too long, they had been forced to live permanently on guard against Portuguese incursions, but now, the cities were poorly defended. A coalition of natives & slaves offered to back the Brazilian faction desiring equality; the abolitionists, desperate for backup, agreed to their proposal. Reinforced by the natives & the slaves, the abolitionists quickly gained the upper hand in the conflict. In three short years, they had achieved a complete victory, and a new Brazilian constitution- modeled on the American Constitution & the French Declaration of the Rights of Man and of the Citizen- was written & approved.

The rest of the world was busy dealing with Napoleon at the time, and so paid little attention to the new nation; by the time the Napoleonic Wars had finished, the Brazilian Confederation had firmly established itself in South America, and given how shaken up the rest of the world is, it will be quite some time before anyone can attempt to dislodge the young republic...

Religion: Combination of Buddhism, Taoism, Confucianism and traditional Chinese polytheism, although Christianity is making a rise.
History: In 1644, when the Great Ming fell to the Manchu Barbarians, the Manchus established a tyrannical rule in China. The Han Chinese were oppressed and were forced to shave their hair in Manchu manner, breaking Confucian morals. They were always treated as second class citizens and oppressed. In 1794, a patriotic organization called "White Lotus" rebelled against the Manchus. The people in Southern China, under the command of General Han Xing, defeated in a series of battles the Imperial Qing Army and, in 1799, Han had secured most of Southern China.

Han Xing started the "Great Purge", in which, with the help of the middle and upper classes, as well as the support of the army, he cleansed the government of the White Lotus members and declared the "Han Dynasty". He created an absolutist state and reorganized the government, making it functional. However, he became too corrupt and tyrannic. Many middle and upper class people, who were inspired by the American Revolution and the Federal Republic of Columbia, formed Democratic Organizations. Those united in 1801 in the "Great Democratic Group" under the leadership of Chan Jing.

In 1802, when Han Xing died suddenly without leaving a successor, Chan Jing called the people of Shanghai to rise up in revolt. Indeed, the people, fed up with the corruption of the Han officials, rose up in revolt and established the "Chinese Republic". However, many military officers resisted and a long civil war that lasted from 1802 to 1806 followed. Chan, in order to keep the revolution alive, started the "Reign of Terror" and massacred more than 600,000 civilians. The revolutionaries Generals were able to crush the Imperial loyalists and the Republic was established.

Chan ruled as a dictator until 1810, when the middle and upper classes, along with the army and the people, fed up with his tyrannical rule and his paranoia, rose up in revolt. Chan was arrested and executed. A new constitution was drafted, based on the American one, but with the government being centralized instead of Federal. So, the current Republic of China was born. Since then, the Republic has been remarkably stable and political differences were solved with democratic elections. Although in the first elections, rigging and violence was a problem, now most elections are mostly without any violence or fraud.

The Republic has been dominated by two parties: The Confucian Party, which is more traditionalist and isolationist, and the Democratic Party, which is more friendly to Western ideas. The current President is Ma Xinyi, of the Democratic Party, who won the 1830 elections.

Kingdom of Ashanti

Government: Headed by a monarch, the Asantehene, who rules in tandem with an organized and centralized bureaucracy
Quick History: The Kingdom of Ashanti is a relative newcomer to the international stage. The original clan was founded only in 1670, a tributary to more powerful clan in the region for three decades afterwards. But, during that period, the Ashanti clan organized itself and took advantage of various inter-clan situations to overthrow their tributary status and declare themselves an independent Kingdom in 1701. Upon independence, they based themselves around the Asantehene and the golden stool. The Asantehene of course being the king of all Ashanti, and the golden stool representing his divine power, for it was sent down by the heavens for the king to use when gathering all his tributaries and lower chiefs together for a meeting. The stool became a central object to the state's eventual ideology, and would be exploited by Asantehene to come for the purposes of centralizing the state.

The power of the Asantehene did not only come from the stool though, but it was also backed up by a very well trained and advanced military establishment. Using money built up from the gold trade, by the early 18th century the Ashanti army was entirely armed with rifles, overwhelming more traditional opponents through firepower, and those who used guns through superior training. Owing to its organization, it was also able to call upon very large reserves of manpower to fight in the armed forces. By the 19th century, the Kingdom almost always had a 10,000 man standing army at war, with manpower reserves close to 200,000 able bodied men.

Throughout the 18th century, the above traits of the 19th century state developed. Over time, the stool became a tool used by Asantehene to centralize their state, as all meetings with the King had to take place with him on it, forcing lower chiefs and governors to come to the capital. This helped establish not only national unity, but a bureaucracy, catering to this need and further fleshing itself and its power out over the 18th century. While this centralization took place, the army was also developing its legendary status. During its constant wars with neighboring people, the army refined its unparalleled training and tactics. Almost always at war with someone, the Kingdom of Ashanti grew at an astonishing rate, controlling the entire region of Ghana by the early 19th century.

What this all comes to by the 1830's is a strong monarchy, backed up by a centralized and independent bureaucracy, continually expanding itself through a well trained and well armed military. The region's gold and mineral wealth fuel the state, allowing it to sustain its centralized ministries and status, along with its ever expanding military and kingdom. In the eyes of the Asantehene, and all Ashanti, the 19th century is looking to be the Kingdom's golden age, with the possibility of empire in the distant future.
