Well, given all the hype that seems to surround civ 'splits' (India, Polynesia, the Barbarian pack) I've been wondering if we could propose splits for every civ in the game already. I mean, how hard can it be? Us non-modders need something to do to pass the time around here so I might give it a go (I'd love to see what everyone else here could come up with, of course.)
EDIT: Nuts to it, I might as well start with an America split, since it's first alphabetically. (Which means we have ages till the Zulu, because, god only knows what I'd do there.)
Imperial America
UA: Carry a Big Stick
Completing city state quests or gifting gold yield additional influence with city states you can demand tribute from, and from when you have an active guarantee.
UU: Pre-Dreadnought
Replaces the battleship. The Pre-Dreadnought must set up to fire, but has higher ranged strength and does a small amount of additional damage to adjacent units when attacking a target. Also has a combat bonus against cities, which stays with upgrade. Costs significantly more to produce.
UU: Rough Rider
Replaces the rifleman. The Rough Rider receives double movement in hills and jungle. When in allied or friendly city state territory, the Rough Rider also receives a 15% bonus in rough terrain. (Bonus doubled if you can demand tribute.)

Found Occupied Cities. Receive Culture for every Unhappiness* in the empire. May adopt an Ideology upon discovering Metallurgy. After doing so receive Melee Infantry units with special Promotions** upon entering a war or adopting a Social Policy.
Fusilier
Replaces Musketman. Much cheaper, but also weaker. Receives a combat bonus if a Social Policy was adopted this turn or the previous. Provides Happiness when garrisoned, but may turn into a Rebel between turns.
Execution Scaffolding
Replaces Courthouse. Doesnt remove Unhappiness from Occupation or cost any Gold in maintenance, but provides additional Unhappiness and allows this city to expend citizens for Culture.

Liberal Empire
Cities founded after the Medieval era (Colonies if you use ExCE) provide Great Writer points to the city with the Writer's Guild. Building and National Wonder Production is increased in the Capital by +1% for every Post-Ancient era Social Policy adopted (up to +30%).
Tirailleur
Weaker than the Rifleman it replaces. May be recruited from cities founded after the Medieval era (Colonies if you use ExCE). It receives a combat bonus (+20%) when fighting outside friendly territory.
Café
It doesnt provide Production from river tiles, consume Aluminum or require the city to be founded on a river, unlike the Hydro Plant it replaces. It increases Great Person Generation in the city based on its Production output (up to 20%) and increases the Production of the city by +1 for every Citizen. Costs 1 additional Gold in maintenance.
Could very much possibly by OP however, particularly due to possibly having access to the Foreign Legion really early in the game. This civ could use a Foreign legion replacement to solve that problem however, that'd even be flavorful, there's certainly a lot of Napoleonic units one could choose from. (Grognards maybe?)

The French Republic under Maximilien de Robespierre looks like an awesome civ to play. I love getting culture and the civ is very flavorful.
The cafe should replace opera house, or be extremely chip. I prefer the first option.
I disagree, the Opera House is far too early on the tech tree to be fitting for the French Empire. The civ is supposed to be at its peak around the end of the Industrial Era, and pushing the Opera House that far forward seems weird.
Sometimes you have to sacrifice realism for convenient placing on the tech tree.

Start Bias: Grassland
UA: Arelat Imperial
Gain points towards a Golden Age every time you make a Major Civilization declare war on another Major Civilization. Units gain a +1% Combat Bonus for each foreign Land Unit in your empire.
UU: Chevauchée (replaces Knight)
Stronger and faster than the Knight it replaces. Has a unique promotion, "Conrad the Peaceful", that grants a +5% Combat Bonus while attacking for each City-State Allied to Arles. Cheaper to buy with Faith but cannot be bought with Gold.
UB: Barbegal Leat (replaces Aqueduct)
40% of the Food is carried over after a new Citizen is born. Additionally, +1% Great People generation bonus and +1 Golden Age point for each Specialist slot worked in the City. Costs additional Maintenance.

Whenever a new tile is claimed, receive a small bonus depending on the type of tile*. +1 gold in the capital for every unimproved tile in the Empire.
UU: Pioneer
Replaces the settler, receives +2 movement and +1 sight when it starts its turn on the same tile as a cavalry unit. May found outposts instead of cities. Outposts do not increase the cost of social policies nor increase unhappiness, and instantly claim all bonus and luxury resources in a 2 tile range. However, they have a 50% penalty to growth and production. May upgrade Outposts to cities for a gold cost.
UU: Cowboy
Replaces the lancer. The cowboy may herd cattle, sheep and horse resources in neutral territory, providing a small food boost to nearby outposts or cities. When stationed on these resources, cowboys provide +2 culture to the city or outpost working the resource.

UA: Arsenal of Democracy
Receive a lump sum of gold when gifting units to other civs or city states. Trade routes to city states yield production for the home city if America has an active guarantee on that city state.
UU: M4 Sherman
The M4 Sherman gets a slight combat boost when fighting in the lands of allies. (City state or Civ). It also gets a 5% production bonus for each active declaration of friendship and a further +10% bonus while at war. (up to a maximum of 40% from all sources.)
UB: Arms Factory
Unlike the factory it replaces, the relief factory has only one slot for engineer specialists. However, while at war, all specialists in this city produce +2 production, and while at peace, +2 gold. Receive Great Engineer points whenever a unit is built here.
