Introduction

Hinge of Fate (HOF) is the title for my global WW2 scenario for C3C. The name
comes from the title of one of the five volumes of Winston Churchill's war
memoirs. That volume dealt with the events of the years 1942-43, including
the decisive battles of Midway, El Alemain and Stalingrad.

Turns represent 1 month in real time. The game covers the period from Dec., 1941
until September, 1945. The civilizations in order of play (for multiplayer) are:

1. Nature
2. Japan
3. Germany
4. Russia
5. Minor Allies
6. British Empire
7. Minor Axis
8. USA

HOF V3 Brief Summary of Changes

The Minor Allies and China were merged into a single Civ to allow the addition of
the Nature Civ.

The Nature Civ was added to introduce weather and disease effects into the scenario.
Nature units include Malaria, icebergs, tropical storms, gales and sandstorms.

One additional weather unit, the blizzard is controlled by the Russian player.
Also, the player order has been changed so that the Germans move before Russia,
this will give them a chance to hit the Russians before the weather can have an effect.

Added new governments for the British and Minor Allies. All governments are immune to
tech stealing, except anarchy.

Non-era techs were used to customize the tech tree for the different Civs. For
example, only Germany can research V-weapons, only Japan can research Kamikazes, etc..

Copy the downloaded files to your conquests\scenarios folder and unzip.
The MP_PT file adds the one extra turn (the Nov. 1941 pre-turn) to the game.

The current .biq files are version 3.16

Note: A new HOF_V3 folder was uploaded on Mar ,4, 2012. To play the 3.16+
scenario (.biq) files you will need to download this updated HOF_V3 folder. The new folder
is backwards compatible with all older HOF 3 scenario files.

Copy the downloaded file to your conquests\scenarios folder and unzip.

Note: Unless you are playing Japan, your units can't move on turn 1.
Also you can't build armies in single player games, the only way to get
them is by getting a leader through combat. For more on single player
games see post 7.

scenario (.biq) files you will need to download this updated HOF_V3 folder. The new folder

Note: A new HOF_V3 folder was uploaded on Jan ,6, 2011. This folder includes
patch #1. If you have download the HOF_V3 folder after Jan, 6th, there is
no need for patch #1.


Patch #1:
There is an error in the folder for the B7A torpedo bomber. This will cause
a "file not found error" once Japan builds it's first B7A. Replace the B7A folder
with the one attached to fix the problem. You will find the folder here:

Japan - Single Player game:

As the Japanese you must capture Palembang
to secure the Dutch East Indies Oil wonder. This Wonder will
produce an oil unit every turn. You need to transport
the Oil units to VP locations to get the cash needed to support
your forces and do research. Things are not so bad during the
initial period of the game when you are in the golden age but
after that you will be in dire straits without the oil income.
House Rule: You must return the oil to VP locations in the
Home Islands only.

The USA has a wonder called ComSubPac in Pearl Harbor which
auto-produces submarines, this makes the elimination of
Pearl Harbor a prime objective.

Apart from those two key objectives the idea is to grab all the VP
locations around the Pacific that you can get. Because so many of
the objectives were on single tile islands and the AI ignores VP locations
on islands without a city, I made a number of the islands (such as Wake
and Tarawa) into cities in the single player game.

Also to help the AI:
The Liberty Ship Production wonder is already built at the start
of the scenario (in Los Angeles) and it produces a convoy every
other turn.
A Marine Boot Camp wonder has been added (in San Francisco) which
builds a US Marine Corp every other turn.

Russia - Single Player game:
You have a huge army but it has been decimated by heavy loses
so many of your units are understrength or conscripts. To make matters
worse your training organization has been stripped to replace combat loses
and by political purges (this is represented by the lack of barracks in many
Russian cities).
On the plus side you have some veteran reserves in the far east and in
route to the front. You also have plenty of resources. Then there is help from
your western allies in the form of the Lend Lease program. In this scenario
the Lend Lease is a wonder and this wonder will trigger a golden age for
Russia. To build it you must first research Mobile Warfare 2. You also start
the game in winter so you have the weather on your side in the form of
blizzard units.
Also you have the partisans which are handy for cutting the roads connecting
Germany to the front. But watch out for those border guard units along the German
and Italian borders, they can "see" your invisible units.

America - Single Player game:

As I did in the single player game for Japan, I made a number of the Pacific islands
(such as Wake and Tarawa) into cities in the single player Allied game. Also I added
a wonder to auto-produce destroyers (which the AI will not build) in Tokyo and another
to produce I-boats in Nagasaki. Japan is in a locked alliance with Nature in the single
player Allied game so they will not waste resources attacking Nature cities.

The Dutch East Indies Oil wonder in Palembang has been modified because the AI
will not ship oil. The wonder produces axis transport instead, so it is still worthwhile to
send some subs to hunt there. The unit support cost for Japan has been reduced from
2 to 1 to compensate for the lost oil income.

In Europe, the U-boat works has been moved from Kiel to Bordeaux to give the U-boats
direct access to the Atlantic.

More than any of the other Allied powers, America faces the dilemma of the 2 front war.
Which front to allocate resources to, Europe or the Pacific? Your AI British allies aren't
much help in Western Europe, since they don't like to invade. Both Eastern Europe and
China are possibilities, on those fronts the Russians and the Minor Allies are locked into
struggles which they can't avoid.

All the .biq files are posted.

There were a few last minute changes (3.01->3.02):
1 Narvik was in the wrong location
2 Problem with Hoover dam not being useful because the US could not
build factories was fixed
3 German Capital ships (BBs & BCs) did not have radar
 
Just wonder why the Germans have Fission? The V rocket makes sense to be only Germany, would not nukes belong only to the US? I know Germany was trying to get there, but they did not.

Any civ is allowed to research fission (even the Minors). That does not mean it is
actually possible to finish the research, build the Manhattan project small wonder
and get any bombs before the end of the scenario. Germany certainly can do it, but
it will mean fighting most of the war with second rate planes and subs.
 
Version 3.03 rollout has begun, all games should be updated within
the next 2 days. Bugs fixed:

The Hoover Dam wonder was not effective because the USA could
no build factories. USA can now build factories in addition to defense
plants.

Civilopedia entry for construction brigade was wrong.

Also made some enhancements to improve AI's chances in single player
games.
 
Thanks to the unit conversion efforts of Tom2050 we now have
the CA Tone graphics to replace the DeRuyter ones I was using.

To install, first download the 2 zip files. First extract the IJN_CA folder from the
IJN_CA.zip file and copy to \Conquests\Scenarios\HOF_V3\Art\Units, overwriting the existing folder.

Then extract the 2 pcx files from the pedia_unit_icons.zip and replace the existing
files in the \Conquests\Scenarios\HOF_V3\Art\Civilopedia\Icons\Units folder with
the new pcx files.

Things fixed:

Allied heavy cruiser and IJN heavy cruiser AA defense increased from 0 to 1.

Fixed up stealth target lists for subs, some targets, such as the Soviet BB were missing.

Tweaked the VP locations in single player games for balance, the Soviets in particular
were hard pressed to generate enough VPs, even if they overran all of Western
Europe by the end of the game.

For the single player Allies game, I removed the nature city in Alaska. If the USA was controlled by the
AI, it would waste all it's resources building tank corps to attack that city.
