Annexing/Puppeting in BNW

How much has it changed? The tooltip says each city you own (so I assume it applies to both puppet and annexed cities) increases Social Policy cost by 5%. It used to be 33% increase if it is annexed, and 0% increase if puppeted.

I heard there is also a 5% tech penalty regardless of the status of the city, is it true? Is there a production penalty as well?

Is it correct to assume that the only statistical difference between annexed city and puppets in BNW is that annexed city has a lot more unhappiness (removed after courthouse), and puppets suffer 50% cultural and science penalty?

If these are real, then puppeting seems useless now.
 
Well consider this hypothesis. Your empire happiness cannot support an annex. You do not have a good enough production, or gold to build a courthouse in the newly acquired city. So for the time being you puppet the city until further advances are made.

So are you saying that in BNW, the extra unhappiness is the only penalty for annexing now? Does the 33% social policy penalty still apply if you annex a city?
 
Each city you annex will increase policy costs by 10%, compared to 15% in G&K, so annexing is a lot more attractive than it used to be. It gets rid of the -25% tech penalty puppets have, which helps compensate for the tech cost penalty from number of cities.
