why is code of laws so important?
like some players think you should try to rush to it as fast as possible but i dont see what the big deal is its just trading posts and republic, is republic like an overpowered government or something?

Religion is much farther into the tech tree than Code of Laws. Code of Laws is also on the tech path to Feudalism (knights) and Democracy (trade bonus). Not every game calls for expansion as you may be able to just attack your enemy early, but if you can't do that, you will almost certainly want to build some settlers and Republic is preferred for that.
