My understanding is that if a unit is fortified in a jungle there is some small chance each turn of it dying. Think of this as the possibility of serious epidemic. Prior to modern times I'm sure that was true.

When I saw the topic title, I thought it was about the ridiculous amount of workers you need if you happen to be placed in a jungle rich island.
