Can't build or buy University. is this a bug?

On the left, it says I don't have a library in the city, but on the right it shows that I do.
or am I missing something?

Is it already in the queue? Just a wild guess... I'm wondering if you used the queue and had it below the bank, then closed the game and reopened it, the city view comes up without the queue but the bank is still in there? If that's not it then it looks like a bug to me.

yes, that was it! I had closed the game with the Univeristy in the Queue, and when you reopen a saved game I guess you need to check to the Show Queue checkbox again. thanks NotSure!
