Resources outside of city radius
If a fish resource falls outside of any city radius, and I have boat work that resource, what happens to that resource? Does it actually get distributed to any city?

Nope.
Although city radius can cover 5 hexes, you can only work 3 rings. Thus all non-luxury/strategic resources don't count. Luxes/strategics do. |
