Not sure if it's the same dragon, but it does look similar. It should a bit more clearer than original. Then again, I'm not all that good.

I just used GIMP to resize. Pretty easy actually.

If it was that simple I could do it myself. It also needs to be 6KB, or it turns into this.

Shoot, I forgot about that. You could try saving it as a .gif, but I don't know how the quality will turn out then

In GIMP I resize it, then go into Image, Mode, Indexed..., select Generate optimum palette and press Convert. After I save the image I run it through PNGGauntlet.
