You need Modbuddy. To get it, go to 'view' at the top of the steam window, then 'tools'. Scroll down to 'Sid meier's Civilization V SDK' download it, open it and pick modbuddy. I then highly recommend Kael's CiV modder's guide. It might take a while to learn how to do it by the way...
