I experience the same thing as Kaja. But I can get something out of them occasionally. When I want to trade them something and use the "What is this worth to you?" button, the afraid civs tend to give more than otherwise. They are also less jittery, if you have no units near their borders.

The only time I see "Afraid" leaders is:

a) When my army is absolutely massive and capable of wiping them off the face of the earth with very little effort, and
b) When my army is PATHETICALLY TINY (ie: right at the beginning of the game) and I'm like, "WTF are you afraid of? That I'm going to march my two warriors and my scout on your city and watch them get chewed up by your defenses?" Seriously, what's up with that? It's happened more than once.

It is pretty rare. It's more likely they just suddenly declare war.

Anyone EVER demanded successfully ANYTHING out of the AI on higher difficulties? I never could

Also, the AFRAID status is totally random. One time I was playing an OCC with Korea, had TWO total military units, and Austria, which was on the other side of the pangea, got afraid of me, lol.

I saw this in my last game.

Montezuma was friendly.
Montezuma declares war.
Montezuma's Army is decimated, and I follow him north and burn the city he planted on my borders.
I accept peace.
Montezuma is Afraid.
Next time I talked to him, he's friendly.

I totally trounced him after he declared war on me, so I guess that did it. Everyone else I've ever encountered has been guarded. I really have no idea how to control what other civs think of me.
