Railroad movement
Does anybody know how to change the railroad movement rate in civ2 scenarios?

The road movement multiplier can be changed in the rules file, but railroad movement is always zero, when on railroad squares. I do not believe there is any way to change this.

That's correct. A real shame as it would be ideal to have medium movement rate roads and quicker, though not instantaneous, movement railroads. Oh well!

The unlimited carrying capacity of RR's assumes that they are double-tracked.
You can slow down RR's simply by inserting sections of road, either because there are single-tracked sections in difficult terrain, in tunnels or around cities where there is inevitable congestion in railyards and stations. To make the game map appear more realistic, I think it would be advisable to make roads as straight as RR's.
