Rags the wimp!

I don't often start wars, but Roosevelt was really jamming me, so I declared war. I quickly got it down to War Chariots vs. Archers. I pillaged all his cities and decided to continue my development so that I could finish Pyramids. Ragnar is at the other end of the continent and claims he is "annoyed" with Roosevelt. They have borders. So I teched up to Alphabet and bribed him to join the war. Now, we are at 500 A.D. (for cryin' out loud!) and Rags hasn't even attempted to attack Roosevelt even though he has Swords vs. Archers advantage. If that isn't bad enough, I recently (and reluctantly) traded Construction to him. STILL, he will not attack. In fact, Roosevelt is over in his territory with some Archers and a couple Chariots he built before I took out his horse pasture.

Question: Is this something that normally happens at Immortal level? I thought I could get at least a little help from Rags.

I've seen a case of Ragnar getting overrun completely and then vassalized in the BC by Gandhi on deity. Sometimes, the lands are awful and one is suffering from this.
Even on IMM, special cases are seen.
On EMP, TMIT has seen a ~700 AI liberalism. Atypical.

Indeed, below EMP, AI's start to develop like a snail and even below Noble, war triggers are lowered along RNG, making their development statics are determistic.

Maybe his SoD is stuck attacking some barbarian city, or behind someone else's land and he has no OB.

Or maybe it is just that Rags is a moron. It was about 1,000 A.D., and he still had not built a single cottage! It just amazes me that the software in this game is written to allow the AI economies to run on thin air, while we have to constantly work to keep the economy healthy. I started a new game and --as luck would have it -- Rags in on my border and we are in a race to get settlers to a very good piece of land. Even if I get it, I will have to load up with military immediately. It's crazy.
