A partial solution. Use CIV Edit to add Forbidden Palaces. C3C did this by adding a Colonial Capital to 'Age of Discovery. In the scenario I am playing now, a greatly modified WWI based on TGW, I start with Provincial Capitals in Bavaria and Saxony. Munich and Dresden, as these states were Kingdoms within the German Empire. I also have several on hand. Warsaw and Riga, which Germany occupied in 'The Great War' plus several numbered Colonial Capitals for 'targets of opportunity'. How then to keep the AI from building these Small Wonders? See the 'cheating' thread above. I give the human player, in this case Germany, a unique form of government and limit these builds to that government.
