As we saw from many posts, it will be best for our nation to split the rules to different books. This thread will serve as a discussion point of what should be in the "book of laws".
This book should contain more detailed rules than the book of principles, but no "how do we run..." "how is the chat organized" things. Those will be in the "book of regulations".

The pro/con discussion of splitting the constitution should be spawned to other threads (see below) and kept to minimum in here to avoid clutter.
 
difference of the books:
book of principles: hard to change (citizen+cabinet poll)
book of law: easy to change (citizen poll)
book of regulations: easy to change (citizen poll)
maybe the outcome will be that the last two will be one.

ranking of books:
principles->laws->regulations
this means for example a rule in the "book of laws" has to comply to the rules in the "book of principles".

remember:
* the rules here should be easy to change
* they should not contain any game principles
 
rule proposal:
turn chat should be scheduled latest on sunday gmt for the following week and a minimum of 24h in advance of the first chat of the week.
 
a law proposal:
3 different kinds of polls should be used:
* cabinet poll
this poll is only used for changes on the book of principles.
it may be used as a spot vote by the active player during a turn-chat to overturn any decision taken on the forum, but after this a public investigation which may lead to impeachment of the initiator is forced on the forum.
* majority citizen poll
these can be initiated by and citizen for any game-matter where a normal citizen poll does not seem to be suited. it must be used for changes on the book of law.
it may be used as a spot vote by the active player during a turn-chat to overturn any decision taken on the forum, but after this a public investigation which may lead to impeachment of the initiator is forced on the forum.
* normal citizen poll
this kind of poll can be used by any citizen for any purpose and should be the standard for any decision taken in the game.
this is also the standard if the during the chat a decision has to be taken which can not be brought to the forum.
it may be used as a spot vote by the active player during a turn-chat to overturn any decision taken on the forum, but after this a public investigation which may lead to impeachment of the initiator is forced on the forum.
