Ise - settler (22 turns)
84% of the citizens think Ise should be moved. votes are tied between moving directly north, and moving NE. However, I am giving instructions that the settler that is built be sent to the square with 'relocate'. once that has happened, sell all improvements, disband Ise, then build on the square marked.
Hakodate - continuously build Riflemen
irrigate the mined grassland, mine the hill, mine another mountain. place laborers on the newly mined mountain.
Bizen - Aqueduct (16), Marketplace (for the happy faces, I know tax is at 0%)[/B]
I have marked some of the squares inside bizen's radius with a 'L'. place laborers (those guys who collect food, trade and shields) on them, with the exception of the mount with gold.
GIVE ME MY WORKERS BACK! THEY DIDN"T DO WHAT I TOLD THEM TO DO!
I plan to make Bizen size 12. A 9 extra happy faces from a market would be nice

forest the tundra. if we want to reach max production for the city (which is 23 shields per turn minus corruption) we need to forest four more tundra, or alternatively mine and railroad when we can.
THIS WORKER IS TO REMAIN IN MAG, SINCE NO OTHERS DO.
Novgorod - Granary (41) Harbor (80?) Aquaduct (100 [50 with forest])
forest one of the tundra! IT WILL HALVE BUILD TIME!, and move one of the laborers from the coast to the new forest. that will halve build time for the granary. when a harbor is built, plant another forest and use it.
