Read the forums, especially the citizens forum. This is the place where ordinary 'citizens' like yourself (well anybody who posts in the citizen registry actually) discuss aspects of the current game. Watch for thread that say 'Not for discussion' or forums that are reserved for elected officials. Also check the Polls forum regularly.
If you have Vanilla CIV installed on your computer, you can download the save game. Don't take any non-reversible actions in the save as that is frowned upon by both our constitution and the other demogame citizens.
And there is also the Turn Chat. If you have an IRC client (or Java enabled) you can visit #civfanatics. About twice a week, the DP (Designated Player) fires up CIV and plays 5 to 10 game turns under the watchful eye of any citizens who arrive in the chat to give him a hand.
I am sure others have described the game better elsewhere, but that should get you started for now.
