O blessed majesty, Jehashuthra cares only for the glory of heaven, not the glory of Persia. But the glory of heaven cannot be diminished, thus he would see your glory fade to make the glory of heaven ever brighter in comparison. There is no need for you to diminish your nobility by setting foot in the filth of the lower quarters, news from the entire city comes here and from here your will can be cast across the entire city and beyond.
Although his devotion is to be applauded Jehashuthra blindly casts allegations about the noble and influential. We do not oppress the people for our own ends, we do not swindle them. The resources our families have gathered over many years are used to aid the poor and helpless. We contribute to the defence of the nation, we fund security for the city, without us crime would be rampant. One nobleman can do more to aid our citizens than if all the poor of the city pooled their resources to deal with their problems. We can provide vision and direction that the masses, thanks to the number of competing voices, cannot.
 
The nobles amongst the empire can indeed do much to support the poor... if only they actually did.

To this day the poor sit wretched in over-crowded slums, ravaged by the depredations of bandits and thieves. Common criminals hold sway as if they were Lords in the lowtown and in the wilds, your authority is sneered at and belittled by their dominion over your subjects. Yet these nobles have done nothing, their security forces patrol only the homes of their allies and the priveleged, their wealth spent only to benefit themselves, all the while they, like the common thieves, take advantage of the poor to expand their own unrighteous dominion.

Filli Noctus thinks your nobility would be diminished if you were to enter the slums and see the misery, once the crime has been dealt with and diminished of course and reasonable security restored, that has been wrought in your domain and that is veiled from you by those who would diminish your authority. They say your nobility would be diminished if see the meagre stall of a humble persian farmer who's crops have been trampled and stolen, see the makeshift shack of the syrian woman who's son has been taken unwillingly by criminal mobsters, see the ragged sleeping cloth of a poor sumerian man, who with no roof over his head and deprived by common criminals must sleep in the filthy streets amongst the rats. It would not.

On the contrary it would strengthen your nobility because true nobility my King is in the heart and in the soul. Noble is the man who is pure and just, noble is the man who is humble and seeks to fulfil the will of the Wise Lord, noble is the man who brings peace unto all peoples, and noble is the man who's heart is filled with love and devotion and would sacrifice himself for love of his fellow man even unto death. Nobility my King is not wealth or hereditary title, it is not power or political position. Nobility in truth is the inner grace of the righteous man who is purified by the light of Ahura Mazda, a light that is like the radiance of a thousand suns and cannot be brightened or lessened by any endeavour of mortal man. Indeed Ahura Mazda diminishes no one, the soul who joins with him on the contrary is brightened like a beacon in the night. The Wise Lord takes nothing and gives everything to the one who is a co-operator with Him!

Partake of the light of divinity my King, show the nobility of your soul and the grace of the Lord within you and indeed it would not be weakened but strengthened. For in doing so your true nobility shall be released from the gilded cage of your palace and you in the light of Ahura Mazda shall see the black and rotten heart that festers like a cancer within some amongst your very court and in the streets of Persepolis. If you do not, than I fear that this corruption will issue forth like pus from a festering, putrid sore, its stench spreading across the empire and showing its true nature. Death....

It is easy to come here and show how wise and caring each individual is. I hear them trying to impress the King of Kings and the people, trying to show how much they care, but in fact they care of nothing than themselves.

Tell me. Why do we hear complaints, banter and quarrels but there is no contents to that. I'm here, standing, from the very beginning and I still don't know what do they propose, what are their solutions to the problems of common people.

- "Should the King of King visit the low district or not?"
- "What is a definition of a noble man?"
- "Who meets that definition? And why?"

These are the problems that common people don't care about. They don't care who comes to visit them, what does he say. The only thing they care about, the only thing they want "the Noblemen" to do is to take care of their problem - security and thieves. And I don't see "the Noblemen", even, going for a direction to finally make a decision what to do. They are too busy taking care of their "popularity".

Yesterday I was a witness of a strange and disturbing event. I've seen bunch of people, with clubs, escorting group of young, foreign, men to the woods. I followed them but I was attacked as soon as I entered the woods, myself. I killed 3 attackers but I had to withdraw and I don't know what happened with the boys.

This has already been reported to the City Guards and I WILL investigate this further but for me it's clear message that we are witnessing the common people taking care of their problems by themselves. It's soon until they realize that they don't need "the Noblemen". What will happen to the state then?

I urge you. Stop talking and start solving problems or else Persia will never manage to survive long enough to even get a chance to get conquered by stronger neighbor. And I, myself, would prefer finding Persia in the role of conqueror.

Please, think about your own nation, instead of what others will think about us as it's irrelevant until we keep being strong enough to defend ourselves and when we don't even our friends will come to conquer us."

Crime from common bandits and thieves will be stemmed upon the return of the royal guard, which will restore order to our city in concert with the local militia. Patience is a virtue, do not forget that and do not think that the ones responsible for dealing with problems such as crime are sitting idle doing nothing. In time you shall see that the actions of those including our King of Kings who have concern for the oppressed, the poor and the vulnerable will speak for themselves. For indeed it is the teaching of Ahura Mazda that the righteous man partakes of Good Thoughts, Good Words and Good Deeds.

Marcus Pierce, it may appear we are arguing over mere trivialities but it is a single aspect of a solution to the problem at hand. Jehashuthra believes that by allowing himself to be seen among the weak and the poor they will see how he cares for them and that his choices are in their best interests so that they accept them more easily, even when they don't agree. I argue that to pursue such an action will lead to the people seeing the King of Kings as like them and asking why they cannot rule as well as him. If such notions take root then a great discontent shall rise up and the bond between King and people shall become strained and if it breaks there shall be much violence in the streets. Of course here I am massively simplifying the complex issues for the sake of brevity.

We are attempting to solve the problem, but acting rashly could only make the situation worse. The entire court could take up arms and march into the lower districts to enforce order right now, but what good would that do? Instead we discuss aspects of the problem to ensure we can solve it efficiently, we may look inactive or that we care only for our own interests but nothing could be further from the truth and this way is preferable to the anarchy that would surely follow if we charged headlong to action without considering the consequences.
 
ah finally Filli Noctus speaks some sense... at least on some points. Naturally I disagree as to whether a visitation in due time would diminish the King of Kings majesty and authority and make the people see him as like them. On the contrary a visitation conducted in the proper manner would uphold and enhance majesty and the distinction that exist between the crowned ruler reigning by the grace of Ahura Mazda, and the people. However it is the way of mankind that individuals disagree.

Filli Noctus is right though that rash and imprudent action would be ill-advised. Again do not be concerned for in time when we have all the facts at hand this problem will cease to be. If you wish to aid in the struggle I suggest that you keep your peace and report any relevant knowledge to the appropriate authorities. Imprudent agitation is most unhelpful and could even excacerbate the problem. Also, as I said, you for yourself will see what action is being done in time.
 
It was lazy day and Doteiti (occ: will try to spell it like that now) had caught little. Recently the influx of immigrants had provided much in the way of cheap labor. He himself had hired a Syrian man that wanted nothing more than a place to sleep and some bread. The man's name was Aladin (occ: don't know anything about Syrian names), and he and Doteiti had grown to become friends. "Common Aladin let us go into to town and have a drink." Doteiti said, standing up.

He looked up surprised, and in broken Persian said, "Oh sir, Aladin own money not."

Doteiti waved his hand, " I wouldn't let u pay anyway. Let us go, maybe sow thing of interest will happen." With that they started off towards the city.

Once inside they cane upon a crowd of people gathered around 2 bickering nobles, and no one else but the king himself was sitting up on a raises platform. Even though he was hidden by curtains and veils Doteiti was amazed by his splendor. As they joined the crowd he could hear the nobles talking. And one part in particular stood out:

That statement didn't mention the immigrants one bit. It only mentioned the thieves. Unless, of course, you think all thieves are immigrants. The only people who I have come across that do not like the immigrants are the other citizens, I must remind you.
 
Occ: sorry I was in a hurry to finish and I missed some of what I had planned to say. He was talking about how everyone is blaming the immigrants for the recent the thefts, even though the kings gold was taken before they first came.

I would suggest a settler with the intention to found a city 3 tiles southeast of the diamond deposit to our north. This would serve to eventually block the path of the Ottoman empire into the north-west allowing us to retain the entire region under Persian dominance. It would also be good economically with 3dye 2 fish diamond and a deer all reachable by a city in this location.

I congratulate his majesty on his warriors great victory against the bandits! Finally this dirge upon our empire has been expunged and the evil removed. Might I suggest that His Majesty, (considering the knowledge of forced recruitment I gave you regarding immigrant communities and which Marcus Pierce re-iterated and validated later) purifies the bandits and separates the unwilling recruits from the hardened criminals. The hardened criminals must face the justice of Ahura Mazda and recieve the punishment due their crimes. The unwilling and forcibly recruited youths I suggest should be sent to the priests of Mazda in the case of ethnic Persians and to the priests of the individuals choice confession in the case of Sumerian and Syrian recruitees in order that they may be purified from the evil of Angra Mainyu, and have their minds restored from the undoubtedly traumatic experience undergone by the unwilling in being forcibly taken from their families by these bandits,. They should also be questioned as to their experiences by the security forces first, prior to the counselling to ensure we gain as much knowledge of these bandits as possible. After this de-briefing of sorts they should be returned to their families.

As to the Leader of this evil group and other imprisoned hardened bandits, considering some of the knowledge we have, I would suggest questioning them thoroughly, before sending them to their final judgement across the Chinvat bridge (ooc: execution after questioning). Perhaps we will gain some insight as to some of the other information that has been discussed. Either way it is good that the leader was captured, it negates the necessity for an alternative solution.

Honourable Syrian, I have previously conveyed my opinion that the immigrants are not to blame for the crime. Like His Majesty I believe they are merely cover for another deeper reality of crime and disorder. All human beings are graced with equal dignity by Ahura Mazda, to dehumanise fellow human beings as vermin would be an insult to His name.

YES: The Mazdaean Church recieves a 7.5% income tax and The Leader of the Mazdaean Church is responsible for all matters religious in the empire in relation to the government in addition to his separate and distinct authority within the internal matters of the Mazdaean Church. He has the power to judge crimes against the Mazdaean religion (sacrilege, heresy etc) and in cases of Mazdaeans violating the religions own laws but he can only suggest a punishment to the secular authorities, who can choose to accept the penalty he suggests for a verdict or not. He is ex officio the governments minister of religious affairs. He cannot be deposed as minister while remaining Leader of the Mazdaean Religion and he is free of tax.

Supreme Commander, controls the Imperial Persian Army. The King of Kings controls the Royal Guard. Satraps control the local City Militia.

Who has the power to declare war? To order an attack?

Actions leading to war must be decided by a conclave vote of Satraps, Ministers, the High officials of the Mazdaean Religion and the King of Kings. Attacks against barbarians can be ordered by the relevant authority of the military force doing the attacking.

What is the military's hierarchy?

King of Kings. Is the head of the army and can veto the Supreme Commander who is ordinarily in charge of regular armed forces. The Supreme Commander can of his own volition appoint Generals to run various individual armies (groups of units) within the single Imperial Persian Army.

City militias and the Royal guard remain under the personal control of their appropriate commander.

Diplomacy

Who has the power to make agreements with foreign leaders
?

The Minister of Foreign relations ordinarily but all his decisions must be ratified by the King of Kings. King of Kings also conducts agreements directly in the case of a state visit from a foreign leader or dignitary.

Who will travel to other civilizations or receive foreign leaders?

:The minister of foreign affairs will travel to other civilisations ordinarily, unless the King of Kings indicates he wishes to travel personally. The King of Kings will recieve visiting dignitaries and Leaders.

On a national level the minister of Domestic affairs operating under the king of kings veto have the power to implement policies on a national level. Satraps have the power to develop local policies in their jurisdiction so long as they are not in discord with national policies.

The minister of foreign affairs who is under the kings veto. The King can also overide the minister of foreign affairs to initiate foreign policy.

King of Kings: Ruler of the Persian Civilisation, has veto over national policy in all areas and the city production ordered by Satraps, controls Royal Guard. Personal Ruler (Satrap) of the Capital. He can introduce Laws for discussion of his own volition in matter secular and implement them of his own volition. He can take absolute control of Persia in times of emergency requiring a referendum which with a simple majority declares a national emergency. (anyone can call the referendum to end a state of emergency and the King has no power to prevent it) The Salary of the King of Kings would be 7 gold in addition to his personal land earnings. Succession to the throne will be via elective monarchy. The Leader of the Mazdaean Religion, the ministers, the Kings sons and the Satraps will enter into a closed discussion, before voting for a new King of Kings. A simple majority is required and if a vote fails a new round of discussions is undertaken before it is repeated. If there is a tie the vote is repeated between the tied candidates.

Satraps: Ruler of a Province (city and its land), Rule their cities by whatever local laws they establish. Have control of local constructions, militia and law. Succession will be via a vote of all local politicians simple majority required. Salary of a Satrap is 5. A Satrap in a newly founded city is via appointment of the King of Kings. Can be deposed by a simple majority vote of local politicians with Kings approval, or as a sentence via being found guilty of a crime.

Minister: Responsible for a specific area of governance. Authority absolute except that all decisions vetoable by the king. Salary of a Minister in his office of minister in addition to land earnings is 5. A minister can appoint advisors to aid him, their salary is 3 as they retain the rank of Lord. A minister can be deposed by the King of Kings at his will, except the Religious Minister as that position is automatically filled by the Leader of the Mazdaean Religion who cannot be deposed except by means described later in this document. The ministers (except Religious minister) are appointed by the King of Kings and the King of Kings has the authority to create new ministerial offices at his wish.

The ministers are.

Minister of Religion the Leader of the Mazdaean Religion automatically becomes this minister, who is responsible for the religious affairs of the state in addition to his distinct and separate role regarding the internal affairs of the Mazdaean Church. Only minister not appointed by the King of Kings.

Minister of Foreign Affairs responsible for diplomatic matters and relations with foreign states. He is responsible for ordinary negotiation on the King of Kings behalf except during a state visit by a foreign leader. All decisions regarding and treaties with foreign states must be directly ratified by the King.

Minister of Domestic Affairs and culture responsible for determining social policies (vetoable by King of Kings) and for maintaining order in the empire. The king can veto his decisions.

Minister of Law Responsible for hearing cases violating law (except on religious matters) and deciding upon judicial punishment (in all cases). The king can veto his decisions.

Minister of Minorities Responsible for interaction with ethnic minorities and making their voices heard in the government. Cannot promulgate laws but can engage in social aid in regards to their jurisdiction. The King can Veto his decisions.

Minister of Education and Research Responsible for education and scientific research. decides what technologies the Empire researches and monitoring our science output. The King can veto his decision.

Supreme CommanderResponsible for maintaining the Imperial Persian Army and advising the Empire on military matters. Cannot declare war on his own volition.

Lord: Local politician. Can vote in a referendum and can be appointed an advisor by a satrap or minister. Salary 3 in addition to land earnings.

Via appointment to a ministerial/satrapial post by the King, via ascent to a high position in the Mazdaean Religion, or via inheritance from being an eldest male child of a politican (or eldest female child if a politician has no sons). Also Satraps appointed advisors always become Lords who are politicians


Land
How will land be distributed and administer? Will it change from current law
?

All land once owned by a politican is inheritable according to his will and owned by that politicians decendant/inheritor of the land according to that will in perpetuity unless they decide to sell the land to another. Unused Land (not utilised in-game) not owned by a citizen or politician is property of the local province and can be sold by the relevant authority to politicans and citizens, the money from these lands until sold goes into a provincial treasury (individual city) and not to the relevant authority and can only be used on matters relating to the benefit of the province (city) and not for personal purposes. Current Land ownership and land earnings are maintained as inheritable property for current politicians. Politicians who die without any descendants have their land automatically put on the market for sale unless they specify a recipient in their will. Used land which is unowned must be given by the local satrap or in the case of the capital the King to a politician unless he wishes to make the tile common property of the city in which case the income from that tile goes to coffers of the province and which can be used only on matters pertaining to the wellbeing of the province such as security forces and subsidies to citizens. The Satrap or King should also grant unused land to politicians on their ascension on his own volition in which case it is considered sold for nothing as a gift.

Taxes

Are there taxes? What are they and to who
?

7.5% income tax to the Mazdaean Church that can only be used on matters religious 7.5% income to a Security Tax into a security coffer for security force maintanence and military usage in wartime. 5% income tax to diplomatic office for actions in foreign states. The King of Kings and High Clerics of the Mazdaean Religion (Leader and those directly below him in the hierarchy) are not taxed.

In addition to these taxes Satraps can levy a 5% local tax which goes into the provinces coffers and in times of national emergency a 5% emergency tax can be levied, when this tax occurs the Kings tax will be diverted to supplement this tax and the Church will be asked to divert some of their tax, although they do not have to agree.

Law and Justice

Who has the power to make laws and who has the power to reform laws?
(I merged the two sections into one as they are concurrent in my proposal)

The minister of law, King has veto. The King can also introduce laws of his own volition. Amendments to existing law require a vote of ministers, satraps and high mazdaeans clerics with a 2/3 majority required. The Leader of the Mazdaean Religion also has veto on reforms to laws relating to religion and can create internal to the Mazdaean Church, Religious Law of his own volition that is applicable only on adherents of the Mazdaean Religion or on persons commiting crimes against the Church (sacrilege) with administation of judicial penalty for such crimes being the domain of the minister of law, and if the minister is vetoed the King of Kings.

How are laws made?

By proposition and implementation by the appropriate authority. Religious Law relating to the internal adherents of the Mazdaean Religion is proposed and implemented by the Religious Leader of said religion. Secular law comes under the jurisdictions of Satraps in local matters and on a national level the minister of Law and the King.

Who can punish criminals? How?

The Minister of Law, or the King if he vetos a decision of the minister after the determination of guilt. Judgement on religious cases is by the Leader of the Mazdaean Religion. However he has no punishing power and can only propose penalties for implementation by Minister or King if he veto's ministers decision. Penalties include fines (amount determined by relevant authority), imprisonment, banishment, stripping of political status and death. The King is immune from prosecution unless he is removed from power via a 3/4 majority referendum of the politicians which can only be initiated if the King is found guilty of a crime, which must be determined in a separate referendum of politicians requiring a 2/3 majority after a period in which evidence is given. The Religious Leader is Immune from prosecution unless found guilty of treason or murder during his tenure by direct judgement of the King with 4 witnesses randomly chosen concuring with his guilt. This can only be initiated when there is hard evidence of his guilt. He cannot however be removed from the position, although he can be executed if found guilty thus necessitating the internal protocol of the Mazdaean Church to select a new Leader of the Mazdaean Religion (whatever he ends up being called in the religious council).

Who is enforcing the laws?

Minister of Law, King of Kings, Satraps. By manner of local security forces. citizens can also accuse someone of a crime and they are detained until judgement (innocent they are freed, guilty and what happens depends on punishment.). Cases are judged by minister of law or the King if he so chooses on secular crime, religious crime is judged by the Leader of the Mazdaean Religion although he cannot implement a punishment, which is determined by the minister with that decision vetoable by the King who the is responsible for the implementation of a penalty.
 
Doteti was sitting in front of his housr holding his son Doteiti Jr when Aladin ran up and said panting, "Sir they are reforming the government." His Persian was getting better and better. "Soon there will be many taxes."

"Oh," he replied looking up.

"Yes! Not only will we have to pay money to the Persian church and for their diplomacy, but they will take money from us to go into the kings personal coffers!"

"Calm yourself, I will go into the city tomorrow and learn more about this."

The next night they met again, and Aladin was more than curious to learn what happened. "It is ok," Doteti assured. "These new taxes aren't yet official, they are just being suggested by a noble. Hopefully the others will come to their senses and know they can't expect us to pay taxes such as these. I will pay a small amount for more security, but to a church that has grown to large for its own good and to the rich? I hope not. If they want to increase the splendor of the church the nobles should pay for this themselves!"

Shadow’s face went pale as the young man asks him his name … Thoughts rush through his head like the Great Parsua River, Is he sympathetic to the cause? Is he an informant of the King? Is he just curious?

Small beads of sweat starts to form on his brow, looking around he suddenly finds himself thinking that there are too many people just milling around, this can’t be good.

Fidgeting he looks at the young man an replies “I’m but a poor farmer, names don’t mean much when you work sunup to sundown day in and day out”

"You know I think I was a bit hasty to come to the market today, I should head back home and see if I can make arrangements to secure the remaining crops from thief’s."

Before the young man could even get another word out the famer quickly started to load up the few items he brought to market and rushes away.

Before Casper could say another word the farmer hurriedly packed up his belongings and made a quick exit away from the markets.

"What an odd fellow. But an honest man, will probably become a fine citizen for this city"[/i]

Although Casper himself was not a politician or have any government related business he usually finds himself wandering to the palace of the King. It was an interesting forum for many of the nobles and politician to argue their stances to the King.

The palace was as majestic as it is grande. It showcased the incredible wealth and power that the Persian people have over this land from their low beginnings to the now ever prospering city of Persepolis.

Just outside the palace walls are many wooden plaques detailing daily matters to the kingdom's triumphants, it acted as a newpost for most of the common citizens.

Recently the news of a bandit group been captured was the topic of the whole city. Although the security forces has kept a tight lip over the major details of the exploit. Casper has wonder were these the bandits who stole the King's gold?

Before he could ponder over the bandit matter another plaque caught his attention. Something about a "Government Structural".


"So the King is setting up a council to deal with how the kingdom is run."

This sounded interesting and Casper read on. One of the proposal was by a politician named Jehashuthra. It was a lengthy and very detailed proposition, as long as the Parse River to be exact. After a while of reading and digesting the information Casper nodded to himself.

"This man seems to be well educated and his proposal more than proper. Hmmm I wonder what most other Persepolians think about this..."
 
Hearing of the concerns of Doteiti upon his arrival to the palace Jehashuthra said.

The Church doesn't even exist yet Doteiti, it is being formed immediately after the formation of government in a separate council. Hard to see it being far too large and powerful for its own good when it doesn't even exist ;),

The religious tax is proposed in order to facillitate its charitable work and missionary activity. Such actions in addition to aiding the poor amongst our people would facilitate the spread of persian culture to other lands and make them more amenable to our wishes. Surely the Ottomans would favour us more if they held to the same religion, do you not think so? missionaries are expensive and such a tax would do much to hasten an international objective of gaining allegiances and of conversion to the way of Mazda.

Lastly do you not kneel in awe before your King! He is the sovereign ruler, the elect of Ahura Mazda ordained to rule Persia so long as he reigns in justice and serenity. yet you would have him require the graces and money of ministers to conduct actions of his own volition for the good of Persia? The insignificantly small kings tax is necessary to ensure His Majesty's independence from the political class and facilitate actions these actions for the good of all on his own volition.
