If you were far enough in the tech pace, then you should be hitting ideologies way earlier than AIs unless they beelined industrialization and bought factories.

The AI cannot purchase/buy buildings (as in, Firaxis literally disabled it).
 
... I value CS more as allies. I try to buy out the allies of competitors, and look for CS on NW and off the mainland.

Buying coastal neighbor CSs is a good idea as they will provide more food when you link them with a cargo ship instead of a caravan. But for the most part it's supply/demand thing. You can also consider buying off a CS to gimp an AI if you see there's no way you can overtake him as an ally, which happens quite a lot in mid/late sessions when influence shoots in the 200s. But you know, watch out for diplomatic penalties and all that

I have to disagree with this. No matter what kind of game you play, getting NC up earlier is ALWAYS good. It puts you in a good position to beeline to Education and take an early tech lead, for what's it worth anyway. Same with National Epic, stack it with a garden and you will be popping out GP like mad. I've played lots of OCC games with various success (one emperor win, one immortal win and a couple of deity games that went down to the wire), so, not having to worry about every building individually is a good thing always.

If one-city NC were really that strong, people would play that way most every game! The early NC and cheap NW are consolation prizes, and don’t come close to making up for the handicap.

I've played lots of OCC games with various success (one emperor win, one immortal win and a couple of deity games that went down to the wire), so, not having to worry about every building individually is a good thing always.

It is definitely a way to challenge yourself. Do you select the OCC option in setup for these, or is it a self-imposed handicap?

Self imposed. Given a good start, it is strong enough to win the game in low 220s just like any other strategy.

One city NC maybe not that much, but 2-3 city NC is definitely quite a boost in the middle of a growing phase. However, with Venice you do get a one city NC but with the added benefit of having puppet cities feed you allowing you to grow much faster which increases your science output :) National Epic maybe not that much because specialists don't kick in until you've got guilds and/or Unis up.

Also, I tick the OCC option in the advanced settings, but I'm not sure the maps set up any differently unless you tinker with the resource density options. And while it is a challenge per se, it's definitely not as hard as you'd imagine, and definitely a lot of fun to play
