This is how it functioned with Hot-Seat before Brave New World as well. This interim black screen is there so that each player cannot view what the other hot-seat player is doing between turns.
I actually like it. It's resemble some of Total War game and I like it. It's good indicator that your game is actually working while you wait for your turn.
