Question is there a way to turn off the auto pan?

Windowed mode does not have that feature. You have to click the mouse to move the "view". Uncheck Full screen in graphics options.

Did you turn off auto unit cycling? The option that automatically chooses the next unit to move.

Are you referring to it auto moving to a unit who needs orders?

yes, when clicking on next turn the screen pans,centers and highlight a unit in the center of the screen

I am not sure you can "fix" it after you finish the turn. It just deals with "finding" units during your turn. It always rest on the last unit moved. It will show barbarian activity and then "pan" back. You could turn off "show barbarian" movement, and then it should not change/pan the screen between turns. It may be listed as "enemy" also.
