The TREASURE FLEETS policy in the exploration tree is supposed to give 4 gold per sea trade route. As far as I can tell it is broken. Can someone check if its working for them? The exploration tree is already really marginal so if this third tier policy in it is not working that's just the cherry on the poop sandwich.
