All of the BNW flavors are 5 for every civ? Seems a bit lame.

I mean airlift w/e, but why not crank sea routes for Venice, England, Spain, etc. etc.? And civs with caravan UAs (Arabia and Morocco?) should have high land route flavor. This seems really elementary.
