Needing a little assistance

So Ive made a custom map and scenario. Ive set start points and assigned them Civs (Player 1 France, Player 2 America, etc) But I only allowed Player 1 to be playable. I saved and loaded so I could play it but it will NOT put me where I want to start. I made sure i didnt have multiple start points for the same civ. I tried it again but the same result, its even put some city states I didnt add to the map myself. How do I go about fixing this

Stupid question, but did you click "load scenario" after choosing the map?
