Bug or normal function: Unable to liberate city

No, I'm not trying to liberate a CS that Venice purchased or Austria married.

They are, however, cities currently owned by Venice that were previously Siam cities. Here's the quick order of events:

  1. Venice and I go to war with Siam
  2. Venice takes two Siam cities
  3. I take Siam capitol, removing last Siam city and eliminating him
  4. Venice and I go to war (much later)

When hovering over both cities that Venice took from Siam earlier, they both show that I will receive an EXTREME Liberation bonus, but when I capture either one, I only have options to Puppet, Annex, or Raze.



Is this a bug with cities that venice captures with its military? Is it because I was the one that removed Siam? Ideas?
 
I think so. I never eliminate a civ, if I want, I always leave a single city to avoid the massive warmonger penalty. Now it's a city-state :)
 
Yes, i've had this happen before as well and after thinking about it, if you eliminated Siam you never made peace. Hence being unable to liberate. It might also be the case if you were at war with the founding civ at the time of their elimination, and not necessarily the one who took them out.
