Difficulty Levels - Spreadsheet

I play on normal beyond the sword. after reading these charts with percentages, I am hoping to change the percentages to make them even.
can anyone share how to change these values and save?
I would appreciate any insight.

mostly play gigantic accurate earth 18 civs or blank if that matters.
 
Just open CIV4HandicapInfo.xml for BTS in notepad or any other editor and change the values to what you want them to be for your difficulty (prince difficulty is most close to normal if I remember).
..\Sid Meier's Civilization IV Beyond the Sword\Beyond the Sword\Assets\XML\GameInfo\CIV4HandicapInfo.xml

You might want to backup the original file in case you make a mistake.

since steam took over.
C:\Program Files (x86)\Steam\SteamApps\common\Sid Meier's Civilization IV Beyond the Sword\Beyond the Sword\Assets\XML\GameInfo\CIV4HandicapInfo.xml

i {open with} word pad. then when I save do i overwrite existing handicapinfo in same file location?
for back up save original and move to a safe location in case i need to put back in?
 
Yes, that's correct. Copy the original file somewhere else to backup, or make a copy in the same folder. (it's not that important since you can always resync with steam)
Then modify the original file with the settings you want and save over it.
