Greater Europe - People of the Old World

It's meant to be a temporary bonus to allow you to rush capture some stuff, backed up by the Voi then the Opole's bonuses later. While I was playtesting, I thought it was slightly counter-intuitive to have to not get a religion for some of the benefits, though I guess it's a different playstyle. If I ever manage to update it with decisions, then there'll hopefully be something that helps you forgo a religion, at least for a while longer. My Lua skills don't suffice to code something decent to get around that.
 
It's just meant to incentivise early conquests, nothing more or less. In fact, you can use the UA both ways. Faith from garrison lets you get a Pantheon and in turn religion fairly quickly, if you don't go out conquering that much; then the extra faith will let you buy more Missionaries or get more Prophets to spread the religion. On the other hand, if you forgo any religious buildings in favour of faith from garrisoned cities, you won't get a religion really that fast, which will allow you to train some more experienced units in the meantime without building Barracks. It saves hammers in a double manner - hammers which are normally expended to build Shrine and Barracks.

I see this UA just as a kickstarter for the other two uniques. The Voi is meant to be the basic city-capturing unit in mid-game. The Courthouse UB then helps getting an early advantage in the World Congress, and if you pursue a Domination victory and conquer a lot of stuff, its effect facilitates a Diplomatic victory in the future, if Domination is not viable (for example, when you have a very strong runaway civ on a different continent). But in the end of the day, this is mostly a rush and Domination civ.
 
I love the idea of a Slavic civ! Let us know when it's reuploaded, can't wait to try this. I'm also a huge fan of your Austria-Hungary.

Is this supposed to happen with the Picts? I don't get what's going on with the Broch, culture looks all messed up also.

I've been away from Civ V for a while, and am currently catching up on all that I've missed and compiling a list of mods I need to install and update and stuff.
Added all of these to my list!
But one question about the Picts - can they be used alongside Hiram's Picts?

People on Steam are crying that delegates from each conquered city with an Opole is OP. What is the view here on Civfanatics? Perhaps there would be a chance to tweak it in a future update (when those bugs that are so persistent are removed :p )

I will have to play a full game to check it out, but I don't suspect it's really that overpowered - particularly because annexing each and every conquered city in order to build a UB is detrimental to culture, science and first and foremost happiness, not to say that the player is often delaying National Wonders when annexing.
 
As a warmonger, yeah the opole is op on big maps. Conquer an entire civ = Insta diplomatic victory.

edit: also there should be a better incentive to build them in non-conquered cities, atm its not worth to build it because of its gold maintenance.
