I'm slightly worried as to how this will scale with map/number of civilization size. In a small map you might well have only two civs that are in the running for any sort of victory (the others and era or more behind), and so are almost guaranteed one of the rewards for a very low opportunity cost. In a huge map, on the other hand, so many players might still be in the running that investing a major cities production for many terms might just be too great a gamble.
