Venice and AI

In my game, I saw a GMoV sitting outside the capital, but then it started moving toward a city state the next turn, with an escort by the way (very nice to see). I bribed Germany to declare war on Venice and together we executed the Merchant before it could buy the city state.
 
I don't know how fast this is, but Venice can get 3 MoV very quickly.

1) Optics.
2) Open Liberty, get Settler Policy.
3) Finish Libery, choose Great Merchant.

At that point, though, it needs 400 points, I believe, to get another Merchant. That might explain the '3' thing.

The Merchant of Venice you get at Optics doesn't increase the cost of future Great People. I.e. your second MoV will only cost 100 GPP.
 
Hmm, that I didn't know - I gave up my effort to liberate Ormuz in favour of taking Venice itself.

That leads to an interesting question/situation.
If Venice loses its capital, does the new capital gain the ability to select production and make new GMoV, etc? Or is Venice then stuck with buying a military with the intent of trying to take Venice back? Kind of interesting team stomp potential in multi-player, yes?
