Can't Make a settler with Attila?

So... I finally get a chance to hop on BNW and I do what I usually do - random leader. Wound up with Attila, which I've actually not played before. I'm now up to 3 population, and have no option to make a settler.

Is this an Attila thing or a need-to-research-a-tech thing? Apparently, I fail at teh google, for it holds no answers for me...

Just a guess, but you might have 'one city challenge' (OCC) check marked in advanced options.

My game is now making fun of me. Apparently doesn't want me to make settlers... "random" gave me Venice.
