Since many people are complaining about coastal cities being worse than landlocked ones, would that be a good idea to introduce a new building or tile improvement based on the energy of the tides. Of course the problem is that tidal plants (there are many kinds today) are a late game addition and don't solve earlier problems, but tidal mills were used before too (even during Roman period, according to wikipedia). Tidal mill could be a coastal building giving production or improving water tiles somehow and tidal plant could an improvement... So could be wind turbines placed on water tiles.

Other than that Harbor lost some of its usefulness when the production was moved to Lighthouses. Maybe it could provide gold bonus for water tiles as it is a hub for trading the sea resources.
