Does bullying cause diplomacy penalty on other civs?

I'm new to the expansion and I just got introduced to the new concepts (though I'm fairly experienced in vanilla), so does it? I'm about to bully one on my ally's request

Yes it does. If the civ pledged to protect the city-state, they will be angry at you.

But if no one has pledged them (which is rare) there will not be negative consequences at all.
