Rigging Elections- Waste of A Spy?

Election rigging is basically all there is to do with spies when you're the tech leader. I'll probably drop one dude in my capital as well, but that leaves me a fair few spares.
 
It can be useful to rotate a spy through all the capitals to gather gossip, sorry intrigue ;) and share it to the victim. I've gone from guarded to Dof after a couple of shared intrigues, the best of course being. the double hits. (plotting and marching an army).
 
Gort, what about the diplomacy bonus for having a spy in a different Civ?

Eh, don't feel it's particularly meaningful. Getting city state allies gives me units, resources, culture, food, happiness and faith, all of which I'd rate higher than possible intrigue sharing.
 
Yes, I meant a spy acting as a diplomat.

Now I have the classic case of spies being close to useless. I am tech leader (playing as Greece) have allied with every CS and have built the Great Firewall. So they are sitting around playing Spider Solitaire or whatever spies do in downtime.
