Events and flags, please halp!

I have finished most everything in the christmas mod and have moved on to the events.txt
I have never done anything like this but I was able to make my own tech tree, changes the rules text to have the desirous effects and change the descriptions.
So I want to not fall short with a proper events text.
I am on here.... I have obviously run into some issues. The events text is very confusing for me as I don't understand the flag system.

That is an event I made but it doesn't work. Once the required tech is discovered by anybody. Nothing happens, no text appears.

the two above are the first things in my events text so the events have been 'begun' and the flags have been initiated. What have I missed?
