2. I have 3/5 orders right now, and I'd like to do the update in 24 hours if possible. For the two of you remaining, get those orders in!

3. I've been thinking about it, and under the rules, Slaves have virtually 0 advantage over population and beyond RP reasons, there seems to be no reason to keep them. Now, I give a powerful incentive: Slaves no longer consume Food or Water. I'm not going to say why, use your imagination. However, Slaves are far more prone to dying when being used for scavenging than normal population. Also, they can't truly be trusted if you arm them.

Xavier Rivero's ancestry is that of an immigrant family from Cuba that arrived in the United States sometime in the 2010s. One of Xavier's great great etc.. grandfathers was picked up by NASA to do routine maintenance and repair on the then aging Launch Pad. Through the years he progressed through the ranks to a level in which he was qualified under US precedent to be given access to the new Vault-Tec vaults in case of a nuclear holocaust. On that unfortunate day in October of 2077, he had been within the vault with his family for several weeks in the anticipation of a nuclear climax in the war with China.

Vault-life between 2077 and 2173 remained relatively peaceful and bland in context of what was happening in other vaults around the country at that time, not to mention the chaos above in the irradiated wasteland. In 2173, a fight broke out between Xavier's then-father and the Overseer at the time. The Overseer had been stockpiling valuable luxuries like (But not limited to) chocolate and wine, from the general populace for almost a decade by then, seeking a richer life then the vault provided. The conflict escalated to the point where the vault-dwellers democratically voted the Overseer to spend the rest of his demeaning life in the cave-systems discovered below the vault nearly 60 years ago. In the wake of the 'OverGate' (Named by the Vault-dwellers in a joking manner after the WaterGate scandal during the 1970s; Assuming that still occurred) Xavier's father, Trinidad, was elected Overseer in the first ever election in the Vault for his efforts to expose the previous Overseers' deeds.

Xavier came to power as current Overseer and leader when his father died of a heart-attack in 2197, just two days short of his 63rd birthday. Ever since the loss of his father, Xavier has been pressuring the group to finally open the hatched door of the Vault and rediscover the known world. He argued that it was their destiny to be the last beacon of civilization and to rebirth the world in a blaze of beauty.

One not so irradiated morning, ironically on the 23rd of October, the dazzling array of colors that the sunrise provided due to the radioactivity in the atmosphere shined upon the immense Vault door in southern St. Petersburg... and it opened.

Orders
-100 Men, 75 armed with 1-H Guns and 25 with 2-H Guns, are to scavenge around the Island of Duck Key looking for scrap or tech parts. Once Duck Key has been suitably denuded of salvageable materials, they are then to follow the Overseas Highway (which hopefully still stands) west to Marathon, which they are then to excavate for scrap or tech parts as well. Once Marathon has been denuded of salvageable materials as well, they are to continue to go west along the Overseas Highway to Pine Key, and repeat the process. They are then to continue to Cudjoe Key, and again repeat the process. After Cudjoe and Pine Key are empty of salvageable materials, the expedition is to return home, taking with them everything of use that they have found.
-An attempt is made to purchase the yacht-houses of the wealthiest residents of the Keys, offering up food, water, and even heavy weapons in return for the the vessels. Doing so would make them incredibly wealthy, and eligible to stand for election on the death of Ruiz - it is a very lucrative offer.

Atomic Foxes

The first half of 2240 proved to be a rough time for the Atomic Foxes, as they came under direct, surprise attack by two massive groups of raiders through the six months. The first attack was by a marauding tribal band, which used explosives to destroy the bunker door, after routing the exterior patrol. Thankfully, the survivors of the patrol, wearing power armor and essentially immune to the raiders’ weaponry, managed to warn the bunker of the coming attack. After the bandits destroyed the bunker door, they ran into overwhelming firepower from within, and were quickly torn apart. Losses were minimal for the Atomic Foxes, but vast amounts of ammunition were expended and the heavy door for the bunker proved irreparable. This was truly unfortunate as only a few weeks later another band of migratory raiders from the north stumbled over the bunker, almost as surprised as the Atomic Foxes were. Casualties were even fewer this time, and the raiders were once again wiped out by superior firepower.

One of the primary goals of the Atomic Foxes was to establish a better idea of the happenings in nearby Valdosta and around the bunker. Analysis and reports around Valdosta has indicated that due to the high radiation from the war, the entire Valdosta area’s soil and lakes are too wasted to be used for farming. Between captured raiders, passing migrants, and patrols, they have managed to gain a strong knowledge of what exists in the local area. Based on this information it has become clear that the majority of the city is abandoned due to large numbers of feral “ghouls” created by post-war radiation. Potentially tens of thousands of ghouls roam the streets aimlessly, and most travelers know to bypass the area completely. Due to this, very few could tell the Atomic Foxes what’s happening within the limits of the city at any given time.

Despite the dire warnings from travelers, a major expedition was launched into the town by the Atomic Foxes, hoping to salvage a well known high-tech industrial site from before the war. Unfortunately, the expedition was barely able to move for the high amount of ghouls in the area, and were forced to fight their way through every inch. Thanks to massive firepower and power armor though, they kept losses fairly low in the process. Upon arriving, the expedition was forced to keep most of its crew on defensive perimeters as ghouls persistently attacked. Due to the damages of the war, very little of any value remained on premises, and the expedition returned only with scrap. This same expedition returned to the bunker and then made a substantially longer journey to the neighboring town of Thomasville. While it was ascertained that Thomasville had certainly not suffered as much as Valdosta (surveys revealing the neighboring terrain to be fairly arable for farming), being less radiated, numerous ghouls apparently have overrun the town from other areas. Once again, the expedition was forced to fight its way into town to begin salvage. While not as besieged as they had been in Valdosta, they remained under constant attack, only finding scrap to bring home.

Another expedition was sent to the east, seeking out a land good for farming and water production to help the bunker survive coming years. Immediately east around the lakes of Whitehead Bay, they passed a thriving settlement known as Lakeshire by the inhabitants. Based off of local farming and good security, the walled town was built apparently post-war and has successfully maintained its prosperity and kept its people fed. No contact was made as the expedition pushed further east towards the former Okefenokee National Wildlife Refuge. This was less promising. For whatever reason, the Refuge was barren stripped, truly worthless territory, with a good deal of background radiation. A dead land, the area is clearly avoided by any local travelers or would-be settlers.

Commander’s Challenge: Major complaining has emerged as a result of the failure to restore the camera net, and some have attributed that failure to the losses sustained in the past few months by raider attacks. This combined with the destruction of the bunker blast door has made our position untenable in the minds of the dissidents. They have begun advocating a forced takeover of the newly discovered town of Lakeshire, using our advanced weapons and equipment. Opponents have argued instead for negotiations, though both sides admit that negotiations could take additional time, leaving the Atomic Foxes badly exposed with their current position. How do we act?


The Citizens
Spoiler :

The Citizens were fortunate to experience a quiet first half of 2240. With the bunker door remaining sealed, only five ever even went out to scout the Gainesville area. The rest either preoccupied themselves with guard duty or excavating the deeper levels of the bunker. The scouts into Gainesville revealed that the area was only lightly irradiated and suitable for farming in cleared areas. The town itself, however, was plainly overrun by assorted wildlife, most of it fairly tame. However, they have reported some highly dangerous feline-like animals which appear to be very capable hunters roaming the streets, and are able to sustain a substantial amount of firepower before being brought down. No human, or ghoul, life has appeared present in the area.

The excavations further within the base were highly successful and managed to enter and restore previously blocked chambers of the installation. They found a number of inactive Protectrons within, designed for base security and patrol. It proved simple to reactivate and reprogram them, enabling a powerful defensive force to help protect the lives and possessions of the Citizens. Unfortunately during the digging, some lives were lost from cave-ins and other accidents, but the situation is widely believed to could have been far worse than it was.

Professor’s Challenge: Some of our citizens suggest that the powerful feline hunters we’ve spotted in Gainesville could be descendants of pre-War housecats. They have researched throughout our library and have theorized that if the young of these creatures could be captured, they could be raised as useful domestic pets for our people. They want to use weapons and resources to launch an expedition into Gainesville to accomplish this. Others believe this is likely to be a waste of manpower and ammunition, and at worst, could even release a vicious wild animal within the bunker itself. Which side do we take in this proposal?


The Conch Thalassocracy of the Keys

The Thalassocracy of the Keys’ greatest challenge this year proved to be its own people. Attempts to salvage any further useful scrap from the Key itself have proven futile, as the whole island has been dedicated towards either residences or farming over the years of the community’s existence. The roads leading to the other islands of the keys have long since been severed or destroyed, leaving no exit that would allow people to return with anything more than could be held in their hands. A hearty debate emerged as it became clear that to survive the people of the Keys would have to search the other islands for scrap and supplies. A few of the wealthiest members of society have used ancient yachts as their private family homes, and these have been deemed to be seaworthy vessels. After being almost begged by the Doge-President to provide these ships, they have been sold at exorbitant costs, placing much of the island’s food and water stocks in their hands. Still, the boats have been acquired by the government, and are now available for future expeditions.

High Doge-President’s Challenge: The recent deals with the wealthiest members of society have led to rising unrest and debate among the lower classes. The acquisition and continued hoarding of food by the elite families has been an issue, as food supplies run shorter. As current estimates and food production indicate mass starvation by the end of 2241, many are calling for nationalization of vital supplies so that the entire population can rely upon these resources. Of course, the wealthier members of society oppose these measures, claiming that their own property is validated by the laws of the Thalassocracy. How do we respond?


Nasa
Spoiler :

Nasa undertook two major expeditions to unknown lands in the first half of 2240, seeking out new intelligent life on a hostile planet. Each expedition was granted substantial firepower, and sought to explore the areas surrounding the main bunker and east Florida. At first they travelled together to the Kennedy Space Center Visitor’s Center, where they found the area to have been thoroughly devastated by a nuclear weapon, likely which had been aimed at the Nasa bunker itself. The entire area was highly radioactive even today, and nothing remained except unusable rubble. From this demoralizing turn, the two expeditions split, heading in different directions. The first expedition went east and found that the bridges across the Banana River were all thoroughly wrecked and impassable with any supplies. They focused efforts instead on scavenging in Merritt Island, finding plenty of scrap, as well as some still functioning tech pieces. The town itself still had fairly high levels of radiation, but for the most part it was empty of any sizeable monsters or other threats, likely sheltered from raiders and scavengers due to the inaccessibility of the bridges.They were eventually able to find a passable fording place, but they only had time to search the Canaveral Air Station before running low on supplies and returning home. As with the visitor’s center, the area was highly radioactive and razed by the Great War, with little of any value found, not even scrap.

The second expedition went west after the discouraging scouting of the Visitor’s Center, only to find that the bridge they hoped to use was destroyed completely. Checking to the north and south, scouts found that the other main bridges were similarly washed out or destroyed, preventing passage with any heavy equipment. Seeking to explore anything, eventually, they moved north through the inhospitable and flooded Mosquito Lagoon, looking for passage around to the mainland. This was moderately successful, though the area lived up to its name, being infested by numerous insects. They scouted the Scotsmoor area, finding that the area continued to remain well suited for farming, even after the Great War. Unfortunately the area proved inhabited by vicious Mirelurks, vicious creatures using various attacks, and proving to be a substantial challenge, even for men in power armor. They offered a tough fight, but thankfully the Second Expedition had no losses, just wounds. In Scotsmoor they maintained a perimeter and thoroughly searched the town, finding an intact store with old computers and parts. They then proceeded south towards Mims, finding that area too remained suitable for farming, albeit not as much as Scotsmoor. The town itself was empty of any hostile or living forces of note or relevance. A thorough search was launched, and found a tech part, and some scrap. After spending some time searching, they reached the much larger town of Titusville, finding it to be just as hauntingly empty as Mims, and apparently still good for farming. Some scrap was salvaged, but at this point they were forced to return to the bunker as they were running low on supplies.

On the home front, a debate emerged over the use of older rockets, which have now been carefully catalogued and put into a museum for future space launches. Most of the population’s energy was expended salvaging around the bunker itself, though unfortunately this area was mostly inhabitable swamp, beach, or wastes. Very little was found beyond a few abandoned cars, which were scrapped for what they were worth, which was not much.

Commander’s Challenge: The recent discovery of the utter emptiness of Titusville and the suitability of the area for farming has led some of our citizens to put forward a new proposal. They have suggested that the Nasa bunker itself could be harvested for scrap and that these raw materials, along with those that have been collected, could be used to turn Titusville into a powerful new home for Nasa. This of course would mean for a time simply camping out in the elements outside of the bunker and a potentially dangerous migration. Proponents of the plan have stated that while this would mean abandoning the old launching systems and bunker, it would allow the foundation of a new, potentially self-sufficient, community. It would likely take the whole bunker’s population and scrap parts stockpile to pull it off, but they have argued that it would lay the foundation for a stronger society. How do we respond?


New Gulf Commonwealth
The New Gulf Commonwealth was the brainchild of the eccentric Booker T. Ryan, grandfather of the current leader of the NGC. A local, affluent celebrity, Ryan made his millions contracting through the state and through various private investments. When the Vault-Tec program was announced, Willington became convinced that it was an attempt on the part of the federal government to establish absolute control over its citizens during a national emergency. He immediately set out to covertly create his own personal bunker and private army as a form of protest. Due to his modest means of livings and through his business connections with state of the Gulf Commonwealth, he was able to procure several hundred cargo containers and many tons of cement. After consulting with several structural engineers, he scrapped the idea of building a bunker under the ocean and opted to build it in middle of Florida though a front company, Rusty Shackleford Industries. Initially, Ryan intended to recruit the brightest minds in the Commonwealth using a series of clues and puzzles, but concluded that inviting the best and brightest would result in being stuck would result in no one wanting to do the work necessary to maintain the bunker. Ryan scrapped the idea in favor of two small seminar series geared towards preppers and rednecks entitled Preparation and Planning: Who is Rusty Shackleford? and Militias for the Common Man: The Shackleford Project. By 2064, Ryan had converted the cargo containers into a large underground complex containing necessary supplies for a couple centuries as well as para-military gear purchased privately or embezzled from local police forces. In 2076, Ryan and his gathered cohort disappeared in the rioting. Ryan's dream had succeeded. Flash forward over a century, the New Gulf Commonwealth is out to reestablish itself.

Governor’s Challenge: With ample food and water stores within the bunker, a number of people have begun advocating the opening of the door to migrants and nomads. Others have stated that while stockpiles are large, space within the bunker is not, and they have claimed that there could be no more room. Proponents of immigration have argued that 500 Scrap Parts could be used to expand the area above ground into fortified quarters with the bunker at its heart. Opponents have stated that such construction could attract more attention than just migrants, bringing raiders or others down upon the bunker. How do we respond?


Pox Chains Gang
The people who used to live in the now ruined city of Tallahassee were rule by the Pox family after the world burned. The reason why the Pox family rules now was because their use of fear to scare the other varied survivors into obeying them. The Pox Family began to build a sort of small work community from the ruins of Tallahassee. Edward Pox was a descendant from an infamous crime lord named Marcus Pox who was smart enough to prepare for worst case scenario. Some people call him paranoid but now look who became ash while he still standing tall. Marcus shared his knowledge of extorting people to his children which want on till the present day Edward Pox.

Boss’s Challenge: There is talk that the current leader of the gang only holds his position due his family, and some have begun to plot against him. There has been talk of a hostile takeover against Pox, but it is unclear whether there is fact in these claims, or if there is an actual legitimate threat. How do we respond?

Overseer’s Challenge: Our vault is fortunate enough to possess a Garden of Eden Creation Kit! This miraculously advanced technology provided by Vault-Tec is powerful enough to terraform the entire region surrounding us. Deployment of this device will utterly destroy any surrounding ruins or scrap, and kill any living creatures within a number of miles. Some have argued for immediate deployment of the GECK, others have stated that the Vault’s current facilities are more than enough for any needs for the foreseeable future, and that efforts should be taken to salvage the surrounding ruin before deployment of the GECK. How do we respond?


Vanguards
Spoiler :

The Vanguards spent the first half of 2240 scouting and exploring for what scrap and other goodies they could find to support their holdings. They did face one challenge when a minor group of raiders struck at the settlement, inflicting some casualties, but they were driven off thanks to the use of power armor and strong defensive positions. The raiders were badly defeated and the survivors were sent running by the town’s guardians after a brief battle.

For the most part the Vanguards spent ample time exploring to the southwest, looking towards the Ocala National Forest for anything which survived the Great War. The northern portion of the forest was eerily empty, likely having been hunted to exhaustion by the population of Palatka in past years. Sadly, hopes that this area could be used for expansion of farming were dashed as soil testing showed it too have too much damage caused by fallout after the war. The southern part of the forest was much more promising for a potential future settlement, but was equally empty of life, hostile or peaceful. These expeditions regularly returned a decent amount of salvage throughout the first half of the year, from what could be found in such a remote location.

Two other expeditions were sent east towards the coast to explore the abandoned vacation towns and communities, as well as return whatever they could carry. The first passed through the town of Hastings on its way to the coast, surveying the area and taking note of any potential places of relevance. They found the town to have a substantial number of giant ants lurking about, though they remained peaceful as long as the expedition stayed out of the city proper. The town itself was viewed to be marginally useful for farming, should such a settlement be planned. This first expedition focused upon scouting the town of Saint Augustine, finding it inhabited by a peaceful but wary population in a verdant area for farming. The area apparently avoided any direct hits during the war, and America’s oldest city appeared to have continued to survive intact after the bombs dropped. They met with the Vanguard expedition and respectfully turned them back, refusing access to the area.

The second of the eastward expeditions went towards Palm Coast instead, seeking to avoid conflict with the obviously well prepared people of Saint Augustine. Palm Coast was found to be equally fertile for farming, and better still, completely empty of significant amounts of life, hostile or friendly. The expedition was able to salvage completely unhindered beyond the natural hazards and wounds inflicted by such undertakings. They found an intact gun store during their salvaging, and recovered a small number of guns and ammunition for return to Congress City.

Comrade’s Challenge: The arrival of new immigrants has created a new issue for debate and discussion. Some have called for these new immigrants to be subjected to rigorous indoctrination and interrogation before admittance into Congress City. Others claim that a softer touch may be needed, helping to ease people into the new utopia being created. What sort of approach should we have towards the tired, hungry, and huddled masses?


Vault 40
Vault 40 was the second of two control vaults within the Gulf Commonwealth constructed before the Great War. While other vaults did exist in the region, this was the one designed to help shelter the luckiest people of Homestead and Miami. Built precariously in one of the most difficult areas for subterranean construction in the country, it was designed to maintain itself against very wet and moist environments. The vault itself had very little special about it, but continues to function to this day, avoiding devastation of the war, and proving effective at keeping the horrors of the wasteland at bay.

Overseer’s Challenge: The vault’s sparse collection of luxuries has recently begun to diminish and it has become apparent that someone or multiple someones have been actively stealing from the finite stock of the vault’s sweetrolls. Typically saved for special occasions and national holidays, the sweetrolls are surviving delicacies preserved from before the Great War. Investigations into the matter have found responsibility to fall at the hands of the overseer’s young son, but have not yet been made public. Any punishment would surely be noticed by the larger population, possibly hurting the overseer’s reputation. How do we respond?

It should be noted that I no longer create “Natural Growth” for various populations every turn, especially for small communities. Adjust plans accordingly. This will change once towns and communities become larger.

Similarly, I hope you all notice that the longer expeditions you take (and the further they go), the less Scrap Parts the people will bring home. In fact, across the board, Scrap Part collection has been dramatically reduced from previous NES levels. Large numbers of Scrap Parts will only be brought in if no other resources are found OR if your settlement is within a day’s walking distance and there are no hostiles.

I'd swear the burgers there have the right combination of cheese, grease, and meat, that they melt in your mouth in just the right manner. Shame it's radioactive here.

Orders for Update Two

As the Saint Vikings made their way into the now alien world of St. Petersburg, Florida, they were awestruck by the incredible ruins of the 21st century. Skyscrapers stood like towering husks along the streets crowded by the rusting remains of cars and crumbled buildings. Under pressure from some of the Vault-Dwellers to unleash the GECK right away, Xavier resisted in favor of scouring the wasteland for as much scrap metal and pre-war technology that can be found. Soon, he told them, that Florida will once again become a beautiful state under the power of the GECK tech. Until that point, they must secure their future in the wasteland and learn to live in the harsh new world, as once it becomes an oasis under their watch, others will seek to steal it from them.

Movements:

Governor’s Challenge:
With ample food and water stores within the bunker, a number of people have begun advocating the opening of the door to migrants and nomads. Others have stated that while stockpiles are large, space within the bunker is not, and they have claimed that there could be no more room. Proponents of immigration have argued that 500 Scrap Parts could be used to expand the area above ground into fortified quarters with the bunker at its heart. Opponents have stated that such construction could attract more attention than just migrants, bringing raiders or others down upon the bunker. How do we respond?

"Well, Pop, I reckin' this gets us stuck in a rock and a hard place. Supposin' we don't build up and outer fortification. At some point, someone'll find us, one way or another. Sure, it might be folk tryin' to survive like us, but that ain't no guarantee. If they got it in them to harm us, we might be fine in here till they get bored, or they might starve us out or they might have a mind to try and crack the doors like a snail shell. There's just no tellin'. If'n we build up around the bunker, then we can at we can bleed them a little. If they have somethin' that can bust door and crack the bunker, maybe we can make 'em use it before they get to the bunker, or maybe we can build somethin' that can keep 'em out. We can expand and grow, like we're supposed to. What do you think, Pop?" The younger Booker looked over to see what the elder would say. The elder Booker was staring at nothing on the wall. After a minute, he spoke.

"I reckon you're right on, son. We gotta grow at some point. We got where we are by plannin' ahead." Booker Ryan III spoke in a a kindly, though measured tone. Though it was subtle, his son's knew he had just earned his father's praise. After a few more seconds, Booker's father spoke again. "Keep it up, and the Commonwealth will do just fine. I'll rest easier knowin' you're thinkin' ahead, like us Ryans do."

"Thanks Pop." Booker Ryan VI's heart sank at his father's words. Like his father, he was thinking ahead.

"If we're gonna thrive, we gotta do more than just the bunker. We gotta get set up. And we need ourselves a name. It's only right to use the name bestowed by my forefather.... Fort Shackleford!"
The New Gulf Commonwealth responds to the challenge of future expanding by preparing for it. Conflict is coming, but growth will be possible if contingencies are planned for.


"Gotta know the lay of the land if we're gonna survive."
Two expeditions are planned for this year. While we're building up our base, we're going to send out men to scout the surrounding towns, or what's left of them. It's probably best to start with Grand Island. It's closest, and a good way to test the waters. Later on, we'll start exploring Haine's Creek, and then move on to Silver Lake.
"Keep eyes open for good land, and stuff we can scrap. It could make a difference later on."


"Look, Greg, with this here forge, we're gonna *forge* ourselves a new future!
Weapons could be in short supply at some, and we might need to make or repair those that break. We need a forge. We'll use said forge to make farm equipment.
"Ugh.... just keep working the bellows there, Steve..."

"Water. If it ain't irradiating, it's ir-pour-diated."
We'll take water from Haines Creek for now, and purify it just in case. If we can't find good land, we could rig up some kinda hydroponics station. We'll also get a couple of canoes ready for exploring the coast of the lakes later on.
"Shut up, Steve. You'll get us kicked off water duty like you got us kicked off forgin' duty."
