Comrade Morgan

“I have the great honour of decorating the Hero of Congress City with the following medal, the Red Star of the Commune, for his valor and bravery during the mortal battle our commune fought with the raider tribe known as the Panthers. May comrade Morgan be forever recognized for his service to our young socialist society.”

Comrade Morgan, the sniper to whom victory at the Battle of Congress City is often credited, was awarded the first medal of military valor in Congress City history by comrade Oscar. Victory at the battle freed hundreds of people from the savagery of the Panthers, demonstrating the benevolence of socialism.

Orders:

Afterwards, if Pine Key has no more easy salvage, they are to move on to Cudjoe Key, and repeat the process, before returning home. Special emphasis is put into trying to scavenge tech parts.
-10 men, 7 armed with 1-H guns and 3 armed with 2-H, are to travel west in the canoes and try to locate the base of the raiders. If they are found, they are to remain stealthy and travel back with the information.

* Apparently, the trees move. If flamers count as 2-H Guns, fashion some.

* It is the height of the dry season. The sawgrass, the moving trees, and a good deal else should burn real good. Prepare firebreaks, and be ready to seal the Vault door if necessary; employ the flamethrowers on the Mr. Handys to start torching the grass. The goal is a controlled burn that exposes the moving trees and other dangers of the swamp, without damaging the Vault.

A place to settle

The Hower brothers had put some distance between themselves and the group. They did this more often for it gave them the opportunity
to discuss the more sensitive matters in peace, without the chance of being overheard. However, for now the brothers were walking quietly
through the undergrowth. Connor's keen eye spotted something laying beneath some
dirt, he went down on a knee, removed the dirt and put it in the sack he was carrying on his hip. "We can't keep doing this, you know" he said
"We can't keep fleeing everytime we come across another group of survivors. We have. To. Make a stand, show them life is more than running."
"I know, and you know we haven't found a place to settle yet" Sam pushed away a branch that was blocking his view. "Look, at that"
before the duo a cracked stone marker stood surrounded by four rusted through stainless steel fences. Sam walked towards the stone, squatted
before it and wiped the moss from it. "It looks like it showed a tilt car. And there is writing, it says..something...something kissimmee cemetary.."
"We're taking a detour" Connor interrupted him. "You afraid for the boogyman?" Sam scoffed, Connor threw him a black look.
The brothers doubled back and skirted along the area they suspected to be the cemetary. After short walk they came across a river
and other side a wideopen prairie. To the north they saw a slight elevation and moved towards it. "Look there" Connor said "The river connects
with a stream, wanna bet it split off the river before the elevation." "Only one way to find out" Sam grinned "let's go for a swim"
"Or, you know, we could just follow the river." was Connor's reply
"The elevation will give us a better view of the area." Sam said and dived in the river. Conner sighed and followed his brother.
Arriving on the top of the hill the brothers looked over the prarie. "This actually wouldn't be a bad spot to settle" Connor said "We could build
fortifications around the hill and use the river as a moat."
"The land around looks like good farm land, yeah I do think your right." Sam answered "Let's get back to the group and tell them the news."

Inter-Faction Reports​

NASA ON THE AIR. Radios across the Sunshine Wasteland have flickered to life as a new station begins broadcasting its message to those listening. Most were surprised to hear a voice come out of those previously silent boxes, and equally surprised to hear helpful words of advice. Ideas about survival, history lessons, and other messages have propagated out into the wasteland, bringing hopeful word to the people. The messages have also offered protection and a place to settle, but many suspect the information provided to be too good to be true. This has been offered as the first sign of recovering civilization in the Greater Florida area, and both organized communities and disorganized rabble exactly what could be waiting on the east coast in Titusville.

Atomic Foxes

The Atomic Foxes once more faced a raider attack, but this time they were more than prepared. With ample surveillance of the Valdosta area, they were able to spot the raiders coming from miles away, and prepared an ambush. The ambush was highly successful, wiping the raiders out, and keeping the population secure from any casualties. Unfortunately, casualties were still suffered as expeditions were sent abroad from the bunker. The first such expedition headed south, seeking to find new territory for expansion and possibly farming. They located an abandoned amusement park, but found that the automated security for the park was still active. They were forced into a bitter fight against the hostile protectrons within, and some were lost and others were wounded in the conflict. Still, it was determined that the theme park site was at least marginally suitable for farming, though not as fertile as the Hahira or Whitehead Lakes regions. A follow-up expedition was sent, creating a new outpost and preparing for probable construction of farming equipment to make the new settlement worthwhile.

Another expedition was sent north through most of urban Valdosta towards Hahira, seeking to bind that settlement into a trading agreement similar to that with Lakeshire. Unfortunately it seems the local residents had little to no interest in an agreement, and were not intimidated by a display of Atomic Fox firepower. The expedition faced no real challenges during its journey, and soon travelled back to the bunker with a moderate amount of scrap salvaged from the ruins.

Commander’s Challenge: With the creation of a new outpost, this has created a new concern about the chain of command. Some advocate that a new outpost should be managed locally, rather than relying on constant and direct orders from headquarters. Others state that with the presence of a radio tower, there is no excuse for continued unit cohesion and unity as a whole under a single commander. Do we maintain the status quo or should we seek command reform with the construction of a new outpost?


Calusa Indians
After the Great War a group of survivors banded together and, for lack of a proper living environment, started to wander Florida. As proud Floridians with no sense of political correctness, they called themselves the Calusa Indians, after a known indigenous tribe of the state. For years the group was a poor band, just making ends meet by scavenging, hunting and hiding from other survivors. This was the state of the group when the Hower brothers found them. Within a year the enigmatic twins brought the group out of misery. Somehow they found items others couldn't, shelter, weapons, spare parts and other essentials. The group started to depend on the brothers more and more and soon the brothers assumed control of the group. When the group came to the prairie the brothers decided it was time to settle down and started building a settlement next to the river. The Hower brothers grew up in an isolated farm with a three generation family. However, when the boys where out hunting, aged 25, raiders attacked the farm, killed the family and burned the farm. The brothers were forced to wander the wastelands, hunting, scavenging and occasionally trading with friendly survivors. After two years of wandering they came across the Calusa nomad camp, near the edges of the Everglades swampland, and stayed with the group.

Chief’s Challenge: Over the course of the time after the Great War, the Calusa developed a new language over the generations, mixing English, Spanish, and another unknown older tongue. The Hower brothers were raised on English, but have learned to speak the tribe’s primary lingo. There has been some talk about teaching the tribe to speak English as a primary language, but similarly, there has been ample opposition against abandoning the old tongue. On one hand, the use of English would enable easier diplomacy with other wandering tribes and factions, but on the other hand, keeping the old language as the common one would help the tribe remain united and separate from the other factions of the Sunshine Wasteland. What approach should we take to the matter of language?


The Citizens
Spoiler :

The Citizens fortunately remained free of immediate threats for a time, but faced losses nonetheless. Two expeditions were dispatched from the bunker to other locations, seeking new places for settlement and farming, as well as scavenging. The first went to Williston, and found that it was crawling with varied wildlife, rather than any one type of primary predator or creature. A particularly strong bear killed five men before being brought down, while others disappeared or were killed by other hazards within the town and around. The other expedition sent out failed to return at all, being sent to the town of Citra, and never reporting back. Patrols were unable to make contact with the expedition, and it seems probable that they disappeared shortly after reaching their destination, but nothing else is known. A final expedition was sent to the east after immigrants told the Citizens of a faction in Palatka that had withstood the assault of a ferocious gang of raiders. They made contact, though a protectron was lost due to the hazards of the trip. Similarly, a group from so-called “Congress City” also arrived in Gainesville, making their own presence known to the Citizens. A neutral greeting was had in both cases, though the Citizens were alarmed as the people of Palatka represented themselves as “communists” a term little understood, but recalled as the bogeyman of the Great War.

Professor’s Challenge: There is only a single question among our people after the events of the past six months: What the hell is communism? The meeting with Congress City has led many people to question what we know and what we don’t know, and people are looking for answers. One group claims that communists were the cause of the Great War and the destruction of the America that came before. Others claim that the communists are nothing more than a religious faith of sorts, believing in peacefully working together for a common goal. Which side should the Professor take on this heated issue?


The Conch Thalassocracy of the Keys
Spoiler :

Much turmoil was inflicted upon the Thalassocracy as events from within and without have likely shaped the faction’s future. A new raider attack came, as fast ships were once more spotted approaching from the open sea, this time the assault did not take the community by surprise. A vicious fight was had, as the settlers used rocket launchers to destroy enemy ships before they could even make landfall. Still, some did manage to land on shore, and caused casualties before they were forced back into the sea. Thankfully there was no substantial damage to property or the island’s limited farmland this time. Attempts to locate the base of these raiders to the west proved fruitless, particularly since this time a raider was captured alive. Despite not speaking any language that anyone on Duck Key was familiar with, the raider indicated after intensive interrogation that he and his fellows came from a land far to the south across the sea. No specifics were gleaned before he died of his wounds.

Another expedition to the west to the larger island of Marathon once again had substantial successes in their journeys, salvaging more scrap for construction purposes. The expedition went further west than it had in the past, journeying to Big Pine Key, and finding that like Marathon, this island was empty of any significant hostile life beyond ordinary wildlife. Ample salvage was found, as was an intact stock from a local gunshop. Firearms were found and added to the home arsenal, though they were only lighter weaponry. The island itself was gleaned to be less fertile than Marathon or Duck Key, but could still be useable for rudimentary farming.

The worst troubles for the Thalassocracy came from within, as an increasingly desperate food and water shortage forced the High Doge-President to confiscate the food and water assets as a “loan.” Having already been forced to give up their luxury yacht homes to the current Doge-President, this spurred a revolt. A few scattered families and their guards rose up against the regime, seeking to overthrow Ruiz and his supporters. Unfortunately they found that the majority of the population was against them, finding them selfish and unwilling to help the faction survive. The rebels were outnumbered and outgunned, but still went down swinging. After their unmourned demises, their assets were confiscated by the government, including ample food and water stores, scrap, and even some tech parts which had been kept hidden.

High Doge-President’s Challenge: The recent revolt has thrown off the balance of power among the island’s elite. Now Ruiz and his family are the undisputed wealthy hegemons of the Thalassocracy’s society. Only a few others remain, but lack any of the wealth or stockpiles of the Ruiz clan. Similarly, Ruiz’s family is immensely popular among the main population after the recent revolt and successful defeat of the raiders. Though some are still concerned about the food situation, the crisis seems to have abated for the time being. The popular base of Ruiz have begun calling for reform, ending the corrupt old system and securing the Ruiz clan as the present and future leaders of the island permanently. How do we respond?


Monastic Brotherhood of Poor-Fellows and Crusader Knights
Spoiler :

The Brotherhood had a fairly quiet time, scouting and exploring the Ocala National Forest, and discovering that little existed there beyond fairly tame wildlife and creatures. None of these creatures pose any true threat to human civilization in the area, offering a promising area for continued survival. Very little scrap was found in the forest, mostly from abandoned campsites and previous attempts at survival in the wilderness. This scrap was immediately brought back to the citadel for storage for future use. An expedition sent to the fairly decent sized town of Ocala found a friendly settlement in the region, and negotiations began about the establishment of a chapter house in the town. The expedition returned with the proposal of Ocala’s leadership to those in charge of the stronghold.

Grandmaster’s Challenge: Ocala’s proposal has irked the more fervent of our devotees. They state that they should allow us in and are not entitled to any demands or proposals of their own, advocating the superiority of the Church over any state regime. Others suggest that continuing a peaceful approach is a superior means to the spread of the word, and that waging war against any friendly communities that have not shown the desire to harm the faithful is against the holy word. The Grandmaster has been asked to weigh in on this debate, which camp do we favor?


Nasa
Spoiler :

Nasa was once more attacked by raiders, but this time they were forewarned by a group of travelers of the advancing enemy. The defenders of Nasacity were well prepared for the attack, and incinerated their advance over the course of the battle. The fight was bloody and one-sided, as Nasa’s success was extreme and only a few were wounded, with no deaths for the defenders. Scavenging throughout Titusville has continued to a large degree, as Nasa makes efforts to develop the capacities of their headquarters. A radio tower was built, allowing Nasa to broadcast helpful advice and information throughout the wasteland, as well as calling for people to join them and settle nearby under protection. It is hoped that this broadcast will help people forge better lives and establish new homes under the protective wing of the warriors of Nasa.

Commander’s Challenge: Radiation has crept into the lives of Nasa, and from it, an unusual occurrence has taken place, those afflicted, while many feared they would die, they have instead survived, even as large portions of skin fall off of their bones. None have died, and all have insisted that they have fully recovered. They appear as though they were the feral ghouls that occasionally wander through Titusville, but retain their memories and thoughts. Some believe these people to be fearful abominations, and want them cast out, others believe that they should continue to be allowed to be full members of Nasa, which side should we take?


New Gulf Commonwealth
Spoiler :

At last the Commonwealth has begun to gather actual information on the sinister spider-ants! Thankfully, with the departure of the settlers of Grand Island, it seems the spider-ants have lost interest in the people of the Commonwealth, leaving them to remain behind their walls. This has afforded the besieged faction the chance to begin studying their enemy. The corpses of two spider-ants were acquired without undue fuss and brought into the compound bunker for full study and autopsy. To the shock of all involved, it was discovered that both creatures had electronics in place of a brain, despite being otherwise organic. This fully implies that the spider-ants may well be an artificial creation. Bolstering this theory, a scouting expedition up Haines Creek reported that they could see a moderately large tower and compound in the depths of the Marsh. They claim that at night, it was fairly brightly lit up, clearly possessing a powerful generator. The implications of all this are not fully known, but it is clear that the enemy remains in the heart of the marsh.

Governor’s Challenge: Despite what we’ve learned about the spider-ants the debate still rages. In fact, some claim that a human behind is clearly behind the situation means that it’s all the more urgent to evacuate. Others have called for a direct assault upon the believed compound, stating that it’s possible that previous captives of the ants could be liberated. How do we respond?


Pox Chains Gang
Spoiler :

The Pox Chains Gang saw more than its fair share of bloodshed as ample fighting painted the streets in red. First of all was the expulsion of a soothsayer who was diminishing the power of the Boss through his visions and influence. The Boss ordered him to exile with no weapons or supplies, but he and his closest followers fought back, leading to the deaths of ten in the process, including the soothsayer. While most stood behind the Boss in the process, there have been some growing concerns due to many believing the old soothsayer to have been harmless. All concerned were suitably distracted, however, as two major raider attacks took place, striking at the Gang’s compound and inflicting sizeable casualties with each attack. The raiders in both cases were wiped out, but served as the first true contact the gang has had with the larger world. The raiders were numerous but poorly equipped and were torn apart by the defenses around the Capital. Meanwhile, scavenging efforts have continued with only minor skirmishes with various ghouls and other smaller raiding parties, and scavengers have avoided any further casualties beyond some light wounds.

Boss’s Challenge: An outbreak has erupted among our people of an unknown disease featuring a fever and loss of voice. The disease has spread among a few families, and threatens to extend to the rest of our community. We do not yet know if this is could lead to fatalities, but there is much concern about how to respond to a potential epidemic, particularly without any true medical staff. How do we react to this problem?


Saint Vikings
Spoiler :

The focus of this time for the Saint Vikings was the looming and violent battle with the vicious raider gang known as the Hounds. Much better equipped than your average raiders, the Hounds possessed numerous slaves to do the bulk of the fighting for them. As the raiders approached the vault, they pushed the slaves ahead of them, encouraging them to fight through the use of explosive collars, blocking any attack on themselves by the waves of bodies. This forced the Mr. Gutsys of the vault to wade directly into battle against these forced warriors, which was fortunate, since they were unable to recognize slave from raider anyways. Unfortunately against the robots, the Hounds had an unpleasant tactic, purposefully detonating the collars of their slaves whenever a Mr. Gutsy got within close range, and doing extensive damage. Numerous robots were lost in the process, though eventually the raiders ran out of slaves and the actual battle commenced. Human casualties for the most part were low for the vault dwellers, and once the slavers themselves were forced to fight, they were quickly outmatched by firepower. The raiders were routed and forced to retreat, allowing the vault dwellers to loot the Hound camp, and recover a large amount of spoils of war. This was not an end to the legacy of the Hounds, as a few months later, another band of less organized raiders were attracted to the region and supported by what was left of the Hounds. This time the vault dwellers took the raiders by surprise, handily defeated them, with only a few people lightly wounded.

Overseer’s Challenge: We liberated a large number of slaves in the aftermath of our battle with the Hounds, and they have eagerly joined our society. They have happily undertaken the less valued jobs in the vault, due to be predominantly uneducated and unskilled labor. There are two camps within the vault, and pressure has been put on the overseer to take a side. One camp believes that it is our duty to educate and enlighten these people, most of whom have spent their whole lives out in the wastes, and treat them as full equals. Others believe that while it is good that we have liberated these people from slavery, they are not equal to those who were born within the vault. They have argued that for health and overcrowding reasons, while these people should work in the vault, that new accommodations should be built separately outside of the vault. Which side should we take in this issue?


Vanguards
Spoiler :

The Vanguards have continued to relish in the victorious aftermath of the defeat of the Panthers and their rampaging horde. They dispatched an expedition to the west to determine the origin of these marauders and perhaps if they left any other spoils behind in their camps in Interlachen. As it turned out, no, they had not. Still, substantial scrap parts were salvaged in Interlachen, and was returned by the party sent out to recover it. The town itself and the surrounding region was deemed unfortunately barren and incapable of any farming activity from survey efforts. The expedition found similar results in the neighboring town of Hawthorne, the next step to the west, infertile lands, and a town empty of life beyond the radroaches. As in Interlachen, they salvaged what scrap they could, and were fortunate to find a small stockpile of old tech parts, helping bolster their own fading inventory. They continued their push towards the much larger town of Gainesville, only to be met by patrols of a group calling themselves The Citizens. Relations have been friendly, but the expedition was turned back from the town for now, unwilling to risk conflict with an organized community. Representatives of the Citizens similarly appeared at Congress City, as official diplomatic envoys. Friendly greetings were exchanged, and they were soon sent upon their way.

Comrade’s Challenge: Thefts have been reported among our people, as private possessions and heirlooms have been stolen from residences and the culprit remains at large. The older residents of our community blame members of the group of slaves we liberated from the Panthers. Some have advocated a thorough search of the homes of all of these former slaves in order to find the thief. Others have decried this as an invasion of privacy and likely too harsh of measures to find a single thief. How do we respond?


Vault 40

With morale deteriorating rapidly, the overseer of Vault 40 took an unprecedented step and decided to allow monitored recreational drug use. This has thankfully been less problematic than an unorganized underground, and less chaotic. Doctors have been on hand to make sure that no patient or user gets out of control, though this has detracted from time spent on those truly ill or sick. The biggest morale booster for the vault though was the incineration of most of the surrounding flora around the vault, made more difficult by the presence of ample water throughout the area. This made it difficult for the fires to start spreading naturally, but ample deployment of Mr. Handys soon began a violent burn in a large radius around the vault. Many cheered at this display of destruction as viewed over vault monitors, but most were stunned into silence when the fires revealed the creatures of the swamps, struggling to avoid the flames. There were of course giant rats and radroaches, as well as the alligators, who seemed barely changed from their pre-war form, except in greater sizes. The most fearsome however were truly monstrously giant snakes, which had previously been almost invisible to the casual observer, having colors reminiscent of fallen trees. The smallest of these were typically fifty feet in length, but the largest, which terrifyingly had been within ten feet of the vault door, was estimated to be over two hundred feet in length and around five feet wide. One attempted to eat one of the Mr. Handys, but this failed catastrophically for the snake, despite lethally damaging the Mr. Handy in the process. Four other robots were damaged in the operation, but they did manage to clear a strong radius around the vault from any wildlife threats. Unfortunately, by the end of the year, the foliage was already creeping back through rapid growth.

Overseer’s Challenge: Some of our people have come forward making the proposal to establish four to five vault baseball teams, creating a league to help occupy the thoughts of the masses. There are a number of potential players with great talent, and it has been suggested that this could boost vault morale, particularly with the revelation of the threats which surround us. Unfortunately, due to our surpluses in production, the baseball diamond provided by Vault-Tec is currently being used for storage. Those in favor of the league have suggested that we set a cap on our vault production at 3,500 Food and Water, which would allow us to continue use of the baseball diamond in the safety of the vault itself. Of course, this would mean less of a stockpile in the case of an emergency. How do we respond?

Damit we have to contian this outbreak. Those people with the disease will be quarantine off from the rest of us. There will be strict rule to prevent further sprend by have gunman post to make sure no one get in or out without my say so. Any who disobey the quarantine rule will be either exiled or killed. I also have some of my men look for anyone in our group who atleast have some basic idea of medical aid or study in medince to try and found out what causing this disease and how can we try to cure/temporary relief it.
 
@Everblack: Because they accomplish different things. A Water Purifier by itself simply purifies local ground water and well water. A Pumping Station by itself pumps water from non-irradiated bodies of water. A Pumping/Purifier combo pumps and purifiers water from bodies of water.

These afflicted people are still our people, no matter what they look. We’ll have to keep an eye on them, to make sure they don’t eventually become feral, and require them to undergo regular medical check-ups, but, other than that, they can return to their duties, and, due to their resistance to radiation, attach them to scavenging parties, where their tolerance will allow for more thorough searches of the area.

Send a 50 person expedition with 12 power-armour, armed with 15 High-tech Melee, 30 lasers, and 5 plasma rifles southwards, moving as quickly as possible. They are to scavenge the National Guard Base in Cocoa. On their way back, they are to make a quick survey and scavenge whatever is easily scavengeable and bring it back to base.
Another, similarly sized and armed expedition, is to travel north to New Smyrna, with the end target being the coast-guard base there. They will scavenge what they can from it, and perform a similar survey and scavenge operation as the other team.
Meanwhile, Nasacity will expend 100 scrap and 2 tech parts to build farming equipment to replace that which we lost.
Additionally, since the destroyed Nasa causeway has been a thorn in our side for a while, build a ferry system with ropes and rafts to allow easy crossing to the other side. (2 Rafts, 1 canoe: 150 Scrap + 1 Tech part)
Finally, at the other end of the ferry, use the remaining 200 scrap to build a small, well fortified garrison, which will at all times have at least 5 power armored individuals guarding it, as well as 3 plasma rifles, and 10 laser guns.
As we have been assaulted by raiders repeatedly, everyone is to be on guard and on watch for more attacks. Additionally, spend 10 techparts to build a video-camera surveillance network throughout old titusville.
Our immigration policy remains unchanged: Immigrants will only be allowed if they have something to contribute to the settlement or the mission. This means water, technology, robots, weapons, food, information (of any useful sort: Invaders, locations of useful things, survival, etc), or a useful skill. This will be decided by a trusted lieutenant of Commander Bede. The lieutenant will also decide whether the gift is good enough to justify the giver bringing in other people with them (A big gift will be good for a group, while a small one or only a single family, or even a single individual.) However, we are not heartless. Those who are not accepted into Nasaville proper will however be provided incentive to settle nearby. We will extend our protection to any who settle within easy reach of our capital, and, once they are productive members of Nasa society, we will welcome them into the fold. Any settlement may send a representative to act as advisor for Commander Bede. (In essence a homestead/commonwealthish system.)
 
I am genuinely relieved. I honestly expected that battle to go terribly wrong and end in the destruction of the Saint Vikings. When I saw the title of the update, "You say Goodbye, I say Hello" I thought it was referencing the fall of the Saint Vikings and the rising of another player and it made me think I lost the battle. Phew, that is a load off my mind :)

Meet the men of Congress City in Cowpen Lake to effect the exchange of 10 tech parts for 900 parts scrap. 100 men will be sent with 100 laser guns to perform the transport and ensure the security. Will also be sent five Protectrons.

Such an office serve as an embassy and a site where your Citizens may inquire about communism themselves, to dispel any myths which may exist in your commune about us.

@Everblack: There are no major bodies of water in downtown Tallahassee where you are located, therefore a pumping station won't do you much good.

@mayor: If we're talking in completely open territory: 20,000 Scrap Parts. If we're talking in an urban environment where existing buildings could be used, then it would be reduced, depending on the density of buildings in the area.
 
Pffeew, that's a lot of scrap parts. Unfortunately I was thinking of completely open area. I guess the settlement will have to stick with earthen ramparts for now.
