question about the first senario?

can the huns senario only be won by domination?........... i had every tech, all citys but the two enemy capitols that i blockaded and only kept them around for my caravans and so i could win a culture or tech victory, i also had nearly every building in every city built, and it never let me start on the space race, eventually it ran out of turns and gave me a domination victory.

Yes it is dominate only
