Can't build boarding parties for Lunan

I'm playing the Lunan, Falamar. I want to build boarding parties, and I have iron working, as well as cities with Lunan harbours, but I can't build them. I'm guessing this is a bug and the game isn't recognizing the Lunan harbour as a harbour.

If it isn't a bug, what am I missing? If it is a bug, how do I report it?

edit: Unless of course the civilopedia is wrong, and what you need is a shipyard. I guess I'll find out shortly.

No, the xml clearly state that the prerequisite buildingclass is harbor. I don't know what the problem is.

Assuming you're not overlooking somehting stupid and it is a bug, then post in the bug thread (it is sticked, so it will be very near the top of the forum)
