Question about Mongol UA in G&K

As testing this seems a bit of a pain, if someone has any exact info on the matter that would be great:

does the ability to exact tribute from CSs get influenced by the potentially increased combat strength for Mongols, or is it simply a matter of number of units (and / or unmodified combat strength)?
