I love Rise and Rule. Its so much more complex then the original CIV3 conquests games that i play it almost exclusively.

i don't know if it's my "all time favorite" but Procifica's (de facto Rocoteh's) American Civil War scenario. it's basic in concept (1 civ vs. 1 civ) and this mod was the one that spunred me onto modding.
of course, my biasness says TCW and AoI and even the Philippine-American War mod are alot of fun to play.
WW2 Global is a fantastic mod as well.
