Constitution

The Constitution social policy from the Freedom branch seems weak to me (+2 culture per world wonder). I've never gotten to Free Speech or finished the Freedom branch because I need Constitution to do so.

For a late game social policy, it just seems underpowered to me. Am I missing something? I'd like to see Constitution and Free Speech switched, so that you could aquire Free Speech first. What do you think? Thanks in advance

its imho a very strong policy. if youre going for a cultural victory you are likely to have only a few cities and usually crank out a lot of wonders, most of them in your capital. when +2 culture per wonder get multiplied by alhambra, sistine chapel, hermitage and a broadcast tower, it can actually have quite an impact.

Yeah, I can't imagine winning a cultural victory without freedom

Keep in mind that that +2 should be multiplied by 33% for the piety bonus, and then possibly by Hermitage as well, so it's not that small.
