I have a game started that won't end the first turn at the time limit.

I have a 10 player game setup with a 24 hour time limit. The game has hit the 24 hour time limit twice and the first turn hasn't ended. 2 of the civs are under AI control.

What am I missing here that is causing this to happen?

Couple of links that may help.

I didn't have 'Simultaneous Turns' checked. That caused the problem.
