Yes, it is a resource only available to someone who has built the improvement "Movie Theater". It provides +1 food, but -1 gold.
 
Again (I think...) this isn't from Civ IV but it is from the Civ Fanatics website.

Can anyone say the highest post per day??

Edit: I feel kinda guilty posting this pic because its not from Civ IV. Is everyone okay with this or should I just leave it alone?

That probably be a glitch.
 
While the upgrade was happening, things kind of disappeared, to gradually reappear throughout the course of the day.
 
Where is the German Empire?
 
That happens quite a lot in my games. It's silly.
 
if you say "yes", then you get to meet one of the AIs.
 
^Cool idea! On top of that, the city isn't EXTREMELY valuable.
