That would be better for flavor purposes, but I dont think it wouldnt really make a big diference. Imagine the loss of commerce from switching to mercantalism, but only for one city. not much of a difference eh?
I dont just want another annoyance (fishing boat raiding is annoying enough) I want a mechanism that will actually encourage players to build a navy as a strategy option, not just a defensive fleet to keep the AI from torching fishing boats. currently a navy is only for defense, and maybe to escort transports (but with roads and railroads its often quicker to send units over land anyway)
I want a navy to be a legitimate offensive option, so that a civ with a strong navy can afford to have a weaker army. as it is, a navy is only a minor compliment to your land forces.

I cannot really support this view of the game. I assume you're not really playing continents maps? I play those maps alot! weak navy=100% loosing game. You're right, sending units over land is quicker then navy, assuming you can conquer your enemies by land! actually, for continentsmap I always have 2 strategies in the game: 1 BIG NAVY, control every single square of the sea to make sure nothing comes to my borders, 2 large quantities of fighters and bombers, whatever does come trough my navy, shoot it down to 50% or destroy it completely with bombers and other planes 3, have some groundunits standy by to fight the last 0,1% the computer has left after my NAVY and planes are through with him, 4 Build up a large force to capture enemy cities, 5, clear the way through the oceans with the navy and transport my assualt troops.

2nd strategy, have a large navy and keep bombing the enemies seaside cities, destroy his sea-oil fields, bomb raids on his land oil fields from my ACC, and just hunger him to death :)


works fine for me, and yep, need the navy VERY HARD on the continentsmap. ok, instead of 10transports with 30units I could also sned 100transports with 300units..soem transportships might come through..but, before i have all those units, im sure the enemy has enough battleships etc to make sure none of my transports comes through..as for supporting transportships..do you think it is unlogical? i mean, in WWII supporting transportships was also a major objective, you can attack a country with a strong fleet and airforce, but you cannot occupy it anyway with just ships and planes..i think it's very realistic..i advise you, just play continentsmaps...you'll see what im talking about..bad navy=loose the war.
