Cannot choose world religion (?)

I am having a bit of a dilemma. Some time ago I conquered Siam and adopted their religion as my own (I didn't found one myself). Now, many years later, I am trying to pass a resolution trying to make this the world religion, but it is absent from the list. Note that the majority of my cities are following this religion.

Is this some sort of bug? My capital itself isn't following the religion yet. Does it need to be also for the religion to become an option? I'm playing BNW, btw, and with a couple mods but nothing that effects religion.

I've never run into this situation before, so any info would be appreciated.

It has never been proposed and no other world religion is in place. I can choose to propose from among 3 other world religions, but not the one that I wish to propose. Strange.

You can't propose a world religion founded by a dead civ. (I'm assuming Siam is totally dead now)

I didn't know that, thanks. Yes, they were totally destroyed.

Since you have their cities I assume you are the one that destroyed them but if not you could liberate one to bring them back then pass that religion before they are knocked out again. I think that would work but never have tried it myself.
