There really wasn't any way to summarize the problem in the title so this is the long story.
I was preparing for war with the Aztec. China asks me to declare war on them and I take the "wait 10 turns" option, but I only really need one. I declare war one turn later and after a few turns it becomes clear I can't do enough damage to there city and retreat. They offer peace and I accept. Not long after China comes back and says the ten turns is up and I declare war again.
So, declaring war before the 10 turn countdown should probably count and your declaring war. On the other hand, a war less than ten turns isn't much of a war, so maybe it shouldn't count. But it didn't violate a peace treaty I just signed.
So it is debatable what should happen, but the way it is just seems off.
