Actually, I think your problem is that you don't have patch 3.19 of BtS installed. It's downloadable here on CivFanatics.
 
I realise that this thread is long dead, but if anyone wanders in, could someone tell me what I need to change to get the Thorshammir diplomacy music to work? Right now it's totally silent. This mod is still a favourite of mine, and I'd be obliged for any help.
