Scientific GA doesn't work!

In my recent game I decided to use one of my two Scientific GL's to make a Scientific GA at the very beginning of the Modern Era - in spite of rumours that it doesn't work properly. After a few turns I realised that rumours are true. Here is a saved game:
http://www.civfanatics.net/uploads6/scientGA.ace

The game requires FixPack 1.15 beta to play. It is 1768 AD, AFAIR 11th turn of my Scientific GA. Here are steps to reproduce the bug:

- change research to some different tech, e.g. Fission (to make sure it is started from scratch)

- adjust Science slider to the minimal level that the Status Window (or however is called the bottom right window, toggled with Del) says that it will require 4 turns to research (for Fission it is 60%)

- choose immediate End of Turn several times, clear pollution only (there are ENOUGH workers), if there are no more tiles to work make all Specialists to be Scientists, agree to reasonable AI trades, don't agree to any ROP's, MPP's or alliances.

1770: Status Window says that there are still 4 turns left!

1772: 3 turns left.

1774: 2 turns left.

1776: 1 turn left.

1778: Fission is discovered in 5 turns instead of 4.

In short: Status Window shows what should be if there was a Scientific GA but in fact it has no effect.

If in 1776 you lower Science slider to 40% (still 1 turn to Fission), in the next turn Fission is not discovered, it requires one more turn.

I suggested this and I was told I was an idiot. I also said that mobilization is broken but again. I was told I am an idiot.

I bought this game. Maybe I am an idiot.

Can you zip that in a standard zip? I don't have an .ace decompressor. I don't think anyone at Firaxis would want to waste their time looking for a compressor either...

Ah, the usefulness of winrar.;) Can decompress just about any compression file. :)

ltcoljt: I remember your post and I wanted to provide a link but, unfortunately, I couldn't find it.

Chieftess: hmmm... when downloading, one of allowed extensions is .ACE so I thought that it is more common. But O.K. - I will use zip instead.

MarineCorps: thanks.

I had a similar problem, with the exception I couldn't even start a Scientific Golden Age. The button wasn't there! This happened earlier in the game too. I'm the Ottomans, on Regent, and using 1.15f patch. Any suggestions? SGA are part of my fav strategy!
