Building Cities in the Wrong Place

I was wondering if anyone has this error before, and how to fix it?
I created this map and noticed that when you build a city in this location, it cuts off where you allocate your resources. It shows up as an unhappy face...
I also noticed when you build a city on the other side, it shows a bunch of pollution and mines. I have attached the pictures and saved game, so you can see for yourself.

IIRC, this happens on the 'seams' of the map. Certain columns (two or three, I think, where the world wraps around, don't know the exact number) cannot have workable terrain, and actually have none in Civ generated maps. That part of the map is also hazardous to bombers if you use a GoTo or Home command - they get mixed up and waste some turns, causing them to crash.
