Changing Goverments

One thing I've never thought of is to change what the different government types do. I was thinking it would be nice to change one of the governments, like democracy, to have ultimate power (require most tech's discovered).

So here is what I have in mind:
Production the same as in Monarchy
Military units require no resources for upkeep
Military units in city reduce corruption

*Requires Mass Production
 
Like an end-all top rate government?
I'd put it behind Computers, since that's what you need to get to a government like that.
Maybe change the united nations wonder to make it double the luxuries output to simulate the consumerism and welfare of today? Then you also don't need military units.

From the top of my head, I expect this to be quite complex, because "GovernmentType" is directly used in many conditions in the code, that implement each government-specific rules. But of course, I need more time to investigate.

Not that I'm not interested, I'm always curious about such challenges, but right now, I really don't have a minute for this... ;)
